The Chau Binh drainage canal project, nearly 10km long, passing through two communes of Chau Binh (Quy Chau) and Yen Hop (Quy Hop), was approved by the People's Committee of Nghe An province under Decision No. 3879 QD-UBND-NN dated October 9, 2012 with a capital of 756 billion VND. The completed project will ensure flood drainage in the central area of ​​Chau Binh town; provide water and create a water source for 180 hectares of agriculture and domestic water, livestock, actively contribute to improving the ecological environment in the area, combining tourism development, people's livelihood, flood prevention downstream... The project started in October 2014, but up to now many places have suffered serious landslides.

Besides, currently there are many households in Chau Hoi commune that are in the flooded area and need to be relocated but have not been relocated yet.

Mr. Ha Van Dung in Ke Le village, Chau Hoi commune said: “My family is in the relocation area of ​​the main dam of Ban Mong irrigation project, however, up to now, we have not seen any procedures for relocation. We still have to live in temporary houses, do not dare to build houses, and are currently flooded during the rainy season; we hope that the authorities and sectors will take action so that we can soon be relocated to stabilize our lives.”

Currently, Chau Hoi commune has 198 households affected by flooding due to the damming of the irrigation reservoir, of which 95 households are forced to relocate urgently. The district has surveyed and selected a resettlement site in Chau Binh commune, with an estimated area of ​​500 hectares needed to build resettlement infrastructure, but because this is an area managed by two units, Quy Chau Forestry Enterprise and Co Ba Forestry Enterprise, and procedures related to land acquisition are under the authority of the Provincial People's Committee, the district has only played the role of preparing a plan for approval.

Mr. Le Thanh Ha - Vice Chairman of Quy Chau District People's Committee said: Up to now, the district has prepared compensation records for 522/531 affected households with a total approved budget of 151.6 billion VND. The district has surveyed and submitted to the Provincial People's Committee for consideration of the survey plan to select the location of the resettlement area in Dong Lung area, Chau Binh commune, with an area of ​​254 hectares.

At the same time, the detailed planning of the resettlement area of ​​slope 77 in Lau 2 village is 56 hectares, and the area of ​​Ke Can village (Chau Binh commune) is 106 hectares. The district is also coordinating with relevant sectors to organize community consultation meetings to collect opinions on resettlement migrants mixed in the area. However, there are still difficulties due to the slow progress of detailed planning for the construction of resettlement areas; the extracted and measured files of some arising items have not been approved.

During a recent inspection of the area affected by the Ban Mong Irrigation Project, Mr. Nguyen Thanh Hien - Deputy Head of the Provincial National Assembly Delegation requested the People's Committee of Quy Chau district to direct the forces to have a plan to plan resettlement areas to quickly relocate people in the affected areas. For households that have not accepted compensation for relocation, it is necessary to persuade and apply the correct regulations on support and compensation for timely payment. In particular, it is necessary to overcome landslides on the Chau Binh Lake canal so that resettled people can feel secure and stabilize their lives.
