Prevent the overexploitation of aquatic resources

(Baonghean.vn) - Contributing to the development of the Law on Fisheries (amended), delegates suggested that it is necessary to specify fishing areas, conservation areas, and prevent the overexploitation of aquatic resources.

On the morning of May 16, the Provincial National Assembly Delegation held a conference to contribute ideas to the Draft Law on Fisheries (amended). Comrade Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation chaired.

After 14 years of implementation, the 2003 Fisheries Law has revealed limitations and inadequacies, failing to keep up with the rapid development of Vietnam's fisheries industry. Therefore, the promulgation of the Fisheries Law (amended) will establish a legal framework to regulate social relations for the fisheries industry, which is an economic and social sector, contributing to protecting national sovereignty and security at sea and developing sustainable fisheries.

The Draft Law on Fisheries (amended) consists of 8 chapters and 100 articles. The Law stipulates fisheries activities, rights and obligations of organizations and individuals engaged in fisheries activities, and responsibilities for State management of fisheries.

At the conference, giving comments on the Draft Law, many delegates were concerned about the current alarming situation where aquatic resources are being destroyed by fishing methods such as electric shock, explosives, chemicals, etc. Delegates suggested that the Draft Law should have more specific regulations on State management to prevent this situation.

The draft law needs to specify fishing areas, coastal areas, and conservation areas. Regarding offshore fishing, many delegates said that this activity has not received due attention. Fishing boats have only changed in terms of engine capacity and hull, but have not fundamentally changed in terms of occupation, technology quality, etc.

The conference listened to 9 comments contributing to the Draft Law on Fisheries (amended), focusing on 3 groups: Regarding the name, scope, subjects, explanation of terms, and proposed additional regulations to ensure feasibility. Regarding legislative techniques, the structure and layout of the Draft Law have not ensured logic and feasibility in practice, and proposed additional and appropriate adjustments.

The draft law has 32 contents for the Government and central ministries and branches to provide detailed guidance, which is too much. Therefore, it is necessary to specify in the Law for implementation; at the same time, it is necessary to supplement the content on approval, management and exploitation of inland fisheries areas.

On behalf of the National Assembly delegation of the province, comrade Tran Van Mao - Deputy Head of the National Assembly delegation received the opinions of the delegates and will synthesize and send them to the drafting agency to study and complete the Draft Law, submit it to the National Assembly for consideration and approval at the 3rd session of the 14th National Assembly. From there, a complete legal system will be built to ensure that when the law is enacted, it will be effective in practice and compatible with international law./.
