Strengthening propaganda and raising legal awareness for fishermen

(Baonghean.vn) -The monitoring team ofStanding Committee of the National Assembly ((Standing Committee of the National Assembly) believes thatMilitary Commands of the provinces need to pay more attention to legal propaganda for fishermen and coastal people.

On the morning of April 27, the National Assembly Standing Committee's Supervisory Delegation led by Deputy Head of the Supervisory Delegation, Deputy Chairman of the Economic Committee Nguyen Minh Son, had a working session with the Military Region 4 Command on the implementation of policies and laws for individuals and organizations exploiting, farming and processing seafood in the development of the marine economy associated with ensuring national defense and security.

The sea areas of the provinces under Military Region 4 are important strategic areas in terms of socio-economy, national defense, security and foreign affairs, playing an important role in developing the marine economy and protecting national sovereignty.

In recent years, the political security situation and social order and safety in the coastal provinces of the Military Region have been basically stable, the economy has continued to grow, and national defense and security have been consolidated and enhanced.

Besides the achieved results, there are also difficulties and challenges, such as some circulars issued with instructions are slow, so the implementation at units and localities is not timely, and the instructions have some contents that are not suitable to reality.

The dissemination of legal education to fishermen and coastal people in some units and localities is not regular and not very effective. The leadership and direction on the organization, construction, training, operation and ensuring policies for militia at sea are not synchronous, not breakthrough, not keeping up with the situation and requirements of developing the marine economy associated with national defense and security.

The situation at sea is sometimes not timely grasped, the implementation of Decree No. 67/ND-CP of the Government is not yet associated with the building of maritime militia and self-defense forces...

In addition, in the province there is still a phenomenon of hostile forces colluding with religious extremists, causing an increase in subversive activities.

At the working session, the Command of Military Region 4 proposed: there should be a policy of investing funds to build, upgrade, maintain and repair the system of fortifications and military combat works on the islands; increase means and equipment, especially observation equipment, to ensure the management of seas and islands; request the Government to direct localities and functional agencies to coordinate to perform tasks more effectively; arrange capital sources for fishermen to borrow with preferential interest rates to purchase and build new fishing vessels with large capacity, purchase fishing gear and modern technical equipment to go offshore and protect sovereignty of seas and islands...

Speaking at the discussion, members of the Supervisory Delegation highly appreciated the results achieved by the Military Region 4 Command, and at the same time requested clarification of the coordination with relevant agencies to conduct surveys and evaluate local socio-economic development projects.

It is recommended that Military Region 4 point out the advantages and difficulties in ensuring aquatic resources so that the Committee can present them to the National Assembly, on that basis, it can study and amend the law in accordance with the practical situation. At the same time, it is necessary to clearly report on the situation of law violations and crimes occurring at sea and in coastal areas, which types of crimes are the most common and the most difficult so that the Committee can report to the National Assembly; issues of international cooperation, especially in issues related to violations involving foreign elements...

In the coming time, in the face of complicated developments in maritime security, the Military Region 4 Command needs to make efforts and be determined in leading, directing, and advising local Party committees and authorities, and the Military Commands of the provinces to focus on disseminating laws to fishermen and coastal people. This will help people better understand their responsibilities in protecting the sovereignty of the sea and islands of the Fatherland; and guide fishermen to avoid violating the territorial waters of other countries.
