Review at Nghi Loc: Self-reflection for correction

(Baonghean) - Carrying out the review in the spirit of Resolution 4 of the Central Committee (12th term), Nghi Loc has clearly identified the manifestations, especially the lack of closeness of cadres with the grassroots, ineffective work, not serving the people, not fulfilling assigned duties and responsibilities. In that spirit, Nghi Loc has built a plan according to the motto of focusing on the grassroots from the Standing Committee of the District Party Committee to each cadre and party member.

Detecting "disease"...

With the spirit that each cadre and party member must have a strong will in self-criticism, a high sense of responsibility for self-criticism and criticism, self-responsibility and responsibility, and effective solutions must be proposed to overcome existing limitations and spread them at the grassroots level, the Standing Committee of Nghi Loc District Party Committee has analyzed and clearly identified all three contents of political ideology and two contents of lifestyle ethics.

Regarding the collective Party Committees of communes and towns, the manifestations are: not following the Party's organizational principles, lacking responsibility, not being thorough in performing tasks; not being frank in self-criticism and criticism, not courageous in admitting shortcomings, bureaucratic, and distant from the masses. Specifically, some cadres and civil servants are not closely following the grassroots to grasp the situation of the locality, agency, and unit, and are not truly dedicated to their work.

In some Party committees and grassroots Party cells, working regulations and the principle of democratic centralism have not been strictly implemented; there is no high solidarity and unity within the organization; in some places, there are signs of a lack of democracy in leadership and management. There are still some agencies and units that have not performed well in financial management, asset management and land management, leading to violations. In the Party Committee, there are still some cadres and Party members who have fallen into social evils such as gambling, which must be disciplined; some cadres and civil servants have not fulfilled their responsibilities and assigned tasks, and their work efficiency is not high.

In order for the review to be carried out seriously, qualitatively and effectively, the Standing Committee of the District Party Committee suggested reviewing 14 organizations, including: 10 Party Committees, 1 grassroots Party cell and 3 Party cells of district-level departments and branches. Among the 14 organizations suggested by the Standing Committee of the District Party Committee for review, the Nghi Thach Commune Party Committee was suggested the following content: some cadres and civil servants are still irresponsible, work ineffectively, and have not fulfilled their assigned duties and tasks. Secretary of the Nghi Thach Commune Party Committee Truong Cong Hoi said: Through the review, the Commune Party Committee has identified 14 manifestations. In which, clearly identifying the manifestations that the Standing Committee of the District Party Committee has identified; at the same time, analyzing and clarifying the situation of some cadres and Party members not being close to the grassroots; not focusing on directing, inspecting and urging the grassroots to promptly deploy tasks. Management in some assigned areas such as land, religion, handling arising cases is still prolonged and ineffective. In the Party there are still some party members who gamble.

Regarding the Nghi Loc District Land Use Rights Registration Office, through the review, it was clearly identified that there are still cadres, civil servants and employees who are not really dedicated to their work, and the progress of resolving some issues is still slow. Specifically, some citizen files are still slow to process, the progress of issuing and exchanging Land Use Rights Certificates (LURCs) in some communes is still slow; there are still errors in checking and appraising files; in some cases, the guidance on files and procedures is still not strict; there is not a strong determination in urging and directing the grassroots to speed up the progress of issuing and exchanging LURCs.

Through reviewing and identifying signs of degradation, from the Standing Committee of Nghi Loc District Party Committee to the grassroots organizations and Party cells in Nghi Loc, a plan to overcome the problems has been developed.

Regarding the Nghi Thach Commune Party Committee, immediately after the review, the Nghi Loc District Party Committee increased the number of district officials to hold the position of Standing Deputy Secretary of the Party Committee. The Commune Party Committee led the strengthening of education on ethics, professional skills and public service performance capacity for the team of officials and civil servants; resolutely handled officials and civil servants who were irresponsible, slow, or showed signs of harassment in handling work for organizations and individuals; implemented the mechanism of assigning work, contracting work and assigning personal responsibility; assigned specific tasks to each official in charge of the hamlet.

From the review, it was clearly identified that the State management of land is still limited, the issuance of land use right certificates, and land use violations are still prolonged. The Nghi Thach Commune Party Committee has inspected, reviewed and consolidated the records of violations up to now to develop a plan to resolve each case; at the same time, directed the Commune People's Committee to focus on reviewing the land fund in the area, especially in 4 hamlets: Tay Thach, Bac Thach, Nam Thach and Dong Thach to develop plans, land use planning, auctions, and solve the need for residential land for people in the commune in general and the above 4 hamlets in particular.

As for the Office of Land Use Rights Registration, the Standing Committee of the District Party Committee and the People's Committee of Nghi Loc assigned to basically complete the issuance and exchange of residential land in the district in 2017. Accordingly, the Office advised the district leaders to reduce the number of members of the Commune Land Registration Council from 13 to 5, the issuance and exchange procedures were reduced to 2 types of applications and ballots to collect opinions from residential areas on land origin, reduce 5 types of seals in the file measurement, and reduce the time to process files from the commune level to the district level. The Office reassigned tasks to cadres and civil servants; increased contact and dialogue with the people. The Office implemented salary allocation based on the number of land use right certificates to increase responsibility for cadres and employees, motivate them to stick to the base, stick to the job, reduce errors, and avoid the situation of cadres working indifferently. “It is worth noting that after the review, there has been a change in the spirit and working attitude of the staff. Thanks to that, in the first 6 months of 2017, we were able to issue and exchange 45,000/6,366 certificates, reaching a rate of 71%/year”, - Director of Nghi Loc District Land Use Rights Registration Office Nguyen Dinh Linh said.

Evaluating the review results, Comrade Dinh Thi Tam - Standing Deputy Secretary of Nghi Loc District Party Committee said: The Standing Committee of the District Party Committee has proposed solutions to overcome the situation, which are to seriously implement Resolution 4 of the Central Committee (12th term), improve the quality of political and ideological education, improve the leadership capacity and fighting strength of grassroots party organizations, strengthen inspection and supervision... in the entire Party Committee. Each individual in the Standing Committee of the District Party Committee and the Party Executive Committee also upholds their own spirit and responsibility and strengthens their grasp of the grassroots to lead, urge, and promptly prevent manifestations of pressing problems within each grassroots.
