People across the country believe and expect that with this new resolution, obstacles and barriers in both the thoughts and actions of the people and public servants will be removed, creating conditions for the private economy to make a leap forward in both quality and quantity.

The question is what to do and how to do it so that the Resolution can quickly come into life, fully promote its effectiveness and efficiency so that the private economy truly deserves to be an important driving force for the development of the socialist-oriented market economy in our country.

This is not an easy task if we cannot control and eliminate the "side effects" and unwanted developments of prioritizing private economic development, which will lead to results that are not as expected.

That is why in his closing speech at the conference, General Secretary Nguyen Phu Trong noted that it is necessary to: take care of developing the private economy quickly, healthily and properly. This reminder is extremely important. It is necessary to thoroughly understand that spirit in order to implement it correctly. Because in reality, there have been private enterprises that have developed strangely quickly, mainly enterprises operating in the real estate sector.

It seems that these enterprises always receive strong favors and support from the government agencies. Thanks to that, they always acquire and hold land in prime locations and always implement projects in a "running and lining up" manner.

That is, to build and complete procedures according to regulations to save time and costs. Although, that way of doing things violates the provisions of the law in this field. Thanks to that, in a very short time, so short that it could not be any shorter, the favored unit has become one of the most conscientious enterprises in the country. While other enterprises not only do not receive similar support but also have to complain about the way of behaving, the types of procedures are mainly administrative and are forced to have "lubrication" costs to get things done...

That alone is enough to see the abnormality in the way businesses and private businesses develop. And this is a concrete manifestation of the so-called crony capitalism, as experts and political-economic researchers use to describe a type of business in which business results depend on the close relationships between businessmen and government officials rather than on the strength of the business. It is expressed by the government's biased treatment of crony businesses in providing finance, licenses, tax exemptions and other forms of intervention.

Of course, when favored in all aspects, friendly businesses will develop very quickly but it is not healthy, not strong. Not strong, because if the favors are cut off and they have to fend for themselves in the market, it will be difficult for such businesses to survive. It is not healthy because it will destroy the business environment, create unfair competition between businesses, and accumulate injustice and inequality in society.

What is more dangerous is that it will destroy the competitiveness of the economy because businesses - the backbone of the economy - that develop in this way are completely unable to compete with the outside world. At the same time, it destroys and corrupts the staff, civil servants and employees in public agencies. It will invalidate administrative reform efforts. And finally, it will coordinate the actions of those responsible, thereby controlling the activities of the government. This situation has occurred in many countries around the world, leaving very serious economic and social consequences.

Therefore, when mentioning the issue of private economic development, the leader of our Party emphasized: Promoting positive aspects that benefit the country, businesses, entrepreneurs and workers; at the same time, strengthening inspection, supervision, control, implementing publicity and transparency; preventing and limiting negative aspects, especially preventing all manifestations of "crony capitalism", "group interest" relationships, "policy manipulation", and unfair competition for illegal profiteering.

These are new and important points that need to be fully and deeply understood in order to implement them fully, accurately and effectively to achieve the goal of putting the private economy together with the state economy and collective economy as the core to ensure the successful construction of an independent, self-reliant and internationally integrated economy.
