Fraudulent health insurance card, birth certificate of child with another mother's name

(Baonghean.vn) - Nghe An province's Social Insurance has just discovered and handled a case of borrowing a health insurance card to complete birth procedures, causing the child's birth certificate to have another mother's name.

That is the case of Ms. Nguyen Thi L. (January 29, 1988), residing in Block 5, Nghi Thuy Ward, Cua Lo Town, who impersonated and used a health insurance card under the name Nguyen Thi Hoa (February 25, 1976) to complete procedures to give birth at Nghe An Obstetrics and Pediatrics Hospital.

The medical record clearly shows that Ms. L. was admitted to the hospital at 9:20 a.m. on January 25, 2017 to give birth and was discharged on January 26, 2017. After being discharged, the hospital paid the health insurance premium and issued a full birth certificate and discharge certificate according to the information on the health insurance card, which was the mother, Nguyen Thi Hoa. Unexpectedly, the family later had to submit a document to the hospital requesting a reissue of the birth certificate.

After discovering the incident, the provincial Social Insurance assigned the Cua Lo town Social Insurance to draw up a record of administrative violations against Ms. Nguyen Thi L. and sent a document to the People's Committee of Nghi Thuy ward, Cua Lo town, proposing to impose administrative sanctions according to its authority. Ms. L. also reimbursed the medical examination and treatment costs to the Obstetrics and Pediatrics Hospital in the amount of VND 1,561,000. The Obstetrics and Pediatrics Hospital reissued a birth certificate for the child of the mother L.
