Nghe An deploys online public service payment solution

(Baonghean.vn) - Nghe An will pilot the implementation of solutions to develop cashless payments, including online collection of fees and charges for public administrative services.

On the morning of May 11, under the chairmanship of comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, the Provincial People's Committee organized a working session with relevant departments, agencies and the Vietnam Joint Stock Commercial Bank for Industry and Trade on cooperation in developing non-cash payment solutions and implementing e-Government. Also attending were representatives of the leaders of Vinh City People's Committee and Cua Lo Town.


The development of non-cash payments in Vietnam in the period of 2016 - 2020 was approved by the Prime Minister in Decision No. 2545/QD-TTg.

Accordingly, the general goal of the Government is to create a shift in non-cash payments in the economy, gradually change the habit of using payment methods in society, reduce social costs related to cash, reduce the proportion of cash in circulation... By the end of 2020, the proportion of cash in total means of payment will be lower than 10%.

At the same time, the Prime Minister also directed to promote the development and application of electronic payment products and services to serve public spending of agencies and units using the state budget; apply advanced electronic payment methods to administrative and public service units to collect fees and charges for administrative procedures, public services in health, education, transportation and other public services.

At the meeting, Vietinbank representatives introduced the solution and its benefits; Advantages of implementing Vietinbank's solution; Online public service model, conditions and roadmap for coordination implementation.

Currently, the technology infrastructure and payment solutions of banks are complete, interbank payment activities are smooth and fast. By the end of 2016, Vietnam had 111 million payment cards issued to individual customers, demonstrating the adaptability in using modern banking services.

Regarding online public services, for departments and branches, VietinBank provides solutions to support reporting and verification to manage revenue sources of fees, charges, etc. from many different channels; for people and businesses: payment services through channels such as money transfer, POS, etc.

Vietinbank provides online public service collection solutions at the province's online public service portal with 4 levels. This is a multi-channel, multi-media solution, people with cards at any bank can use to pay for public services at levels 3,4...

After listening to the opinions of the delegates, Vice Chairman of the Provincial People's Committee Le Xuan Dai emphasized: Cashless payment and online public services are timely and necessary policies of the Government on building e-Government and smart cities. Therefore, the Provincial People's Committee agrees with the proposal of VietinBank in piloting solutions to develop cashless payment in Nghe An province, including solutions to collect fees and charges for online public administrative services.

To speed up the progress and improve the implementation efficiency, the Vice Chairman of the Provincial People's Committee assigned the Department of Information and Communications to preside over and coordinate with VietinBank to work with a number of departments and branches to survey the conditions for meeting, selecting and agreeing on the implementation method, the type of application service, planning to connect the province's online public administration system with VietinBank's payment system to deploy online payment solutions and select units to pilot the solution for collecting online public administration fees and charges.

In the immediate future, conduct surveys and deploy services at the Department of Planning and Investment, Department of Natural Resources and Environment, Provincial Tax Department and Project Management Board.

As of March 31, 2017, Nghe An has 250 ATM cards, 955 POS, installed at business units selling goods and services to serve customers' cashless payment needs. Currently, in the province, there are 1,850 units paying salaries via accounts, of which 1,335 units receive salaries from the state budget. Accumulated salary payment turnover through accounts to the beginning of the year reached 1,552 billion VND, of which salary payment turnover through accounts for units receiving salaries from the state budget reached 854 billion VND (accounting for 55% of the total turnover of units paying salaries through accounts).
