Administrative reform solutions need to be implemented in a coordinated manner.

(Baonghean.vn) - Administrative reform is progressing slowly; all levels, sectors, and localities need to implement administrative reform solutions in a synchronized manner. This was the opinion of Mr. Phan Duc Dong - Head of the Legal Affairs Committee of the Provincial People's Council at the meeting on the afternoon of June 23.

The report summarizing the administrative reform work for the first six months of 2017 and outlining tasks for the last six months of 2017, presented by Mr. Le Dinh Ly, Deputy Director of the Department of Internal Affairs, clearly stated that administrative reform has seen many positive changes in various fields. Notably, the province established the Investment Promotion and Support Center under the Provincial People's Committee, creating favorable conditions for businesses and investors when carrying out administrative procedures.

In addition, the Provincial People's Committee is implementing the application of information technology to build an e-government. The online public service portal, integrated into the official electronic information portal, has been launched and is now operational at: dichvucong.nghean.gov.vn.

As of May 10, 2017, the system had the participation of 14 departments and agencies, and 21 districts and towns, providing 808 online public services at level 3 and 13 online public services at level 4.

However, the report also pointed out that the administrative reform plans of some units were issued slowly, and the content of the tasks was still too general. To date, some sectors have not yet advised the Provincial People's Committee to decide on the announcement of the set of administrative procedures under their management at all levels, leading to confusion in the public disclosure and resolution of administrative procedures at the commune and district levels. In some units, the percentage of administrative procedures applied through the one-stop mechanism is still low. Commenting on the report's content, Ms. Thai Thi An Chung expressed her concern: Every year, the Provincial People's Committee issues plans and official documents urging local departments and agencies to implement administrative reform, but the progress in administrative reform is still slow.

Ms. Chung pointed out that the shortcomings in administrative reform from 2016 into 2017 still persist. The number of administrative procedures processed through the one-stop shop remains low, indicating that the transparency and accountability of civil servants in serving the people are still problematic.

Regarding the implementation of Government Decree 16 on the autonomy mechanism in public non-business units, two years have passed, but the implementation is still slow.

Regarding the issuance of documents, Ms. Chung suggested that it is necessary to overcome obstacles and inconsistencies in the implementation of these documents.

Regarding the shortcomings in administrative reform work during the first six months of 2017, Mr. Tran Dinh Toan – Deputy Head of the Legal Affairs Committee of the Provincial People's Council – commented: The administrative reform index in 2016 was lower than in 2015. The report needs to analyze and clarify the causes, shortcomings, and responsibilities of the relevant sectors and localities.

Sharing the same viewpoint, Mr. Vuong Quang Minh - Vice Chairman of the Provincial Fatherland Front Committee - suggested: It is necessary to supplement solutions for information and communication work to raise awareness among people and businesses about administrative reform. The Provincial People's Committee should direct and ensure that 100% of departments and agencies publish their administrative procedures. Administrative reform should be included as a criterion for evaluating and ranking annual emulation and reward activities.

Speaking at the meeting, Head of the Legal Department Phan Duc Dong requested that administrative reform solutions be implemented synchronously. This includes focusing on strengthening communication with citizens and businesses regarding administrative reform. Departments and agencies need to improve the quality of legal documents they issue and simplify administrative procedures.

Regarding workplace culture and improving the professional ethics of civil servants, it is suggested that agencies and localities should be resolute in implementing Prime Minister's Directive 26 and the Provincial Party Committee's Standing Committee Directive 17. At the same time, administrative reform criteria should be linked to the year-end performance ranking of units and localities.

Also in the afternoon, the Legal Affairs Committee of the Provincial People's Council gave its opinion on the report on traffic safety work in the first six months of the year and the implementation of tasks for the last six months of 2017.
