Provincial Party Secretary: 'Nghia Dan needs market-oriented solutions for farmers'

Reporting to the Provincial Party Secretary and the working delegation, Nghia Dan District Party Secretary Vi Van Dinh said that in the first 6 months of 2017, the economic situation in the district continued to develop, with an estimated growth rate of 10.52%; budget revenue in the area reached more than 46 billion VND.
Up to now, Nghia Dan has had 10 communes achieving new rural commune status. The poverty rate at the end of 2016 decreased to 9.6%, equivalent to 3,247 poor households.
On the afternoon of June 22, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation worked with the Standing Committee of Nghia Dan District Party Committee. Also attending were comrades: Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Dinh Viet Hong - Vice Chairman of the Provincial People's Committee; and representatives of leaders of a number of provincial departments, branches and sectors. |
Implementing Directive No. 07-CT/TU, dated December 6, 2016 of the Provincial Party Standing Committee on promoting the restructuring of Nghe An province's agricultural sector towards increasing added value and sustainable development in the period of 2016 - 2020, Nghia Dan has issued projects and implementation programs, especially the Program "Application of science and technology and high technology to develop agriculture in Nghia Dan district by 2020" and created positive changes.
By the end of 2016, 18/18 communes had the ability to consolidate land plots, the average size of land plots after consolidation was 760m2; the average number of plots/household after consolidation was 2.1 plots/household.

Regarding Party building work, the Secretary of Nghia Dan District Party Committee said: The review in the spirit of Resolution 4 of the Central Committee (12th tenure) associated with the implementation of Directive 05 was seriously implemented. The review of the collective and individual members of the Standing Committee of the District Party Committee was assessed as satisfactory. 56/56 grassroots Party organizations under the district ensured progress, procedures, quality, and met requirements.
After the review, the situation in party organizations at all levels and in all sectors has changed to a certain extent. Some limitations and shortcomings mentioned in the review have been seriously overcome.

At the meeting, many opinions were given by provincial departments and branches to help Nghia Dan promote its advantages and overcome difficulties for development.
Highly appreciating the potential for agricultural development in Nghia Dan, Deputy Director of the Department of Agriculture and Rural Development Nguyen Tien Lam stated: "Building new rural areas is the goal, while improving people's lives, associated with sustainable poverty reduction, improving infrastructure and upgrading rural areas is the task, then taking the agricultural production structure as the solution".
From that perspective, the Deputy Director of the Department of Agriculture and Rural Development said that Nghia Dan should develop agriculture in association with large enterprises in the area; at the same time, develop high-tech agriculture towards 3 main products: sugarcane, forestry trees and plants for animal feed.
Vice Chairman of the Provincial People's Committee Dinh Viet Hong suggested that Nghia Dan district focus on restructuring the agricultural sector in association with new rural development. Specifically, restructuring towards introducing new varieties in cultivation and livestock breeding with high productivity and quality to increase production value.
“There should be a serious strategy to expand effective plant and animal varieties. Nghia Dan must be a pioneer in this field, must make a breakthrough in production and livestock models”, - Vice Chairman of the Provincial People's Committee Dinh Viet Hong emphasized.

As a member of the Provincial Party Standing Committee in charge of Nghia Dan district, Vice Chairwoman of the Provincial People's Council Cao Thi Hien suggested that this locality implement many issues in the agricultural sector.
In particular, the district has seriously assessed the activities of cooperatives and cooperative groups to have solutions to direct and consolidate them to act as "midwives" for farmers; reviewed land use planning associated with production linkages in the direction that people have land for production; built geographical indications, protected the brand of agricultural products that are very famous and highly appreciated in the district.
Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh acknowledged the results achieved by Nghia Dan and emphasized that the district is on the right track and needs to cling to its potential and advantages to create momentum for development.
In which, the Provincial Party Secretary agreed with the development direction of Nghia Dan following the model of an agricultural district developing with the leading role of enterprises.
However, in general, Nghia Dan needs to pay attention to the fact that people have means of production and change production methods effectively.
"To sustainably eliminate hunger and reduce poverty, the root of the problem is that people must have means of production and production methods must change," - the Provincial Party Secretary emphasized and at the same time requested the district to continue to effectively implement poverty reduction work.

Besides, the Provincial Party Secretary suggested that in the process of restructuring the agricultural sector, besides the role of enterprises, Nghia Dan must have solutions to orient the market for farmers.
However, to solve this problem, Secretary Nguyen Dac Vinh suggested that the Provincial People's Committee and related sectors have specific instructions and coordinate with Nghia Dan to implement.
One area that Secretary Nguyen Dac Vinh paid close attention to with Nghia Dan is to continue investing in education to train human resources, first of all for the locality because the district has high-tech agriculture and industry on the rise.
"In addition to good general education, the district needs to coordinate with local businesses to carry out vocational training." - The Provincial Party Secretary pointed out.
Currently, in the whole Nghia Dan district, there are 3 hamlets that do not have a party cell and no party members, 5 hamlets have established party cells due to increased party members, and 9 hamlets are at risk of no longer having a party cell. Implementing Project No. 01 - DA/TU, dated August 10, 2016 of the Provincial Party Executive Committee (term XVIII) on "Building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016 - 2020", comrade Vi Van Dinh said that it is expected that in 2017, 1 Party cell will be established; a number of prestigious Party members will be recruited to participate in activities in Party cells in special areas; and strive to admit 4 local masses in blocks, hamlets, and villages at risk of no longer having Party cells in the last 6 months of 2017. |
Regarding Party building work, the Provincial Party Secretary suggested that Nghia Dan district pay attention to reviewing and planning cadres; at the same time, pay attention and be determined to implement Project 01 with specific results.
Regarding the implementation of Resolution 4 of the Central Committee (term XII), comrade Nguyen Dac Vinh suggested that the district pay attention to commune cadres and requested to direct the members of the Standing Committee of the District Party Committee in charge of communes to help communes consolidate the political system.
The Provincial Party Secretary also responded to the recommendations of Nghia Dan district, agreeing to support 7,000 tons of cement to build traffic infrastructure for 5 hamlets of Nghia Lam, Nghia Son, and Nghia Yen communes. These hamlets are subject to resettlement for the TH dairy cow farming project, but these households chose to stay in their old places./.
