At the inspection conference of ministries and branches in the first 6 months of 2017 on the afternoon of July 5, Major General Pham Le Xuat - Deputy Chief Inspector of the Ministry of Public Security - said that because there are no regulations on tracing the origin of assets, many people explained that they were "formed from raising pigs and chickens" (!).
According to Mr. Le Hong Linh - Director of the Department of Planning, Finance and General Affairs (Government Inspectorate), in the first 6 months of 2017, the whole industry conducted 480 responsibility inspections at 900 units, recommending administrative handling of 172 organizations and 310 individuals.
The inspection shows that the sense of responsibility of leaders at all levels and sectors has been raised. However, there are still some major violations such as leaders not receiving citizens periodically as prescribed; organizing dialogues in resolving complaints and denunciations has not been seriously implemented, and the handling of petitions and letters is still slow...
In the work of preventing corruption, through internal inspection, 7 cases and 8 subjects were discovered, and through inspection activities, 21 cases and 22 subjects of corruption and corruption-related subjects were discovered.
"The Government Inspectorate is continuing to urge, synthesize, and complete the report on the results of transparency of assets and income in 2016 of ministries, branches, and localities according to regulations," said Mr. Linh.
According to the draft inspection plan orientation for 2018 of the Government Inspectorate, this agency will implement many policies and solutions to prevent corruption; focus on transparency in the activities of agencies, organizations, units, transparency in assets and income of officials, organizations, especially managers. At the same time, strengthen coordination between functional agencies in providing information to press agencies to ensure accurate and truthful information.

The current big problem in this matter, according to Mr. Xuat, is that the mechanism for controlling the declaration of assets and income of officials, civil servants and public employees is not yet strong.
“Declaration is just for declaration’s sake. When there is a complaint, we will direct to clarify whether it is correct or not. There are no regulations to trace the origin of assets, so we cannot answer where those assets come from. That is why many people explain that they were raised from raising pigs and chickens. Recently, the story in Yen Bai explained like that, but there is no control mechanism to see if the explanation is correct or not,” Mr. Xuat said.
From here, Major General Pham Le Xuat proposed that the Government Inspectorate include in the 2018 inspection program and plan an inspection program on asset declaration.
“When conducting such inspections, they must be afraid and hesitant. If they make incorrect declarations, how will they be handled? That is what I think,” said the Deputy Chief Inspector of the Ministry of Public Security.
Acknowledging Mr. Xuat's opinion, Deputy Inspector General of the Government Dang Cong Huan admitted that this is not simple, because "when we conduct an inspection, we must have a final result."
Meanwhile, Government Inspector General Phan Van Sau said that in the first 6 months of 2017, the number of complaints and denunciations decreased, but the number of cases involving large numbers of people filing serious and complicated lawsuits increased, most commonly in the land sector.
“We have received two reports from the police and the military, which have listed a number of local incidents that have become hot spots. The most hot spots are in the Central and Northern regions. After the Formosa and Dong Tam incidents, there were many cases of incitement, gathering of crowds, protests, opposition to authorities, and illegal arrests of officials,” said Mr. Sau.

Regarding the story of overlapping inspection activities, causing trouble for businesses, the Government Inspector General affirmed that he "has experienced it all" because he "started from the local level" and has 17 years of experience in business.
“An Giang province has 83 inspection teams in a year. We have to endure it. Every team that comes in laughs. There is a road that the planning and investment department also goes in, land also goes in, traffic also goes in, and then comes auditing. The overlap is extremely troublesome for businesses. This comes from the fact that the law, auditing and inspection are not clearly defined, leading to duplication. The Government Inspectorate and the State Audit are discussing to resolve this issue,” Mr. Sau informed.
Responding to further concerns of inspectors of ministries and branches, Mr. Le Hong Linh said that the Government Inspectorate plans to stipulate: When implementing the inspection plan, if there is an overlap with the audit plan of the State Audit, especially at enterprises, the inspectors of ministries and branches, and inspectors of centrally-run provinces and cities will proactively coordinate, discuss and agree with the audit unit assigned to perform the task or report to the Government Inspectorate to discuss with the State Audit to agree on a handling plan.
The Government Inspectorate, inspectors of ministries, branches and localities may conduct unscheduled inspections when there are signs of law violations according to the provisions of law. When proposing an unscheduled inspection, the inspection agency must clearly identify the basis and basis of the signs of violations for the unscheduled inspection. When conducting an inspection, the scope of the inspection or examination must not be expanded or exceed the content of the decision to conduct an unscheduled inspection or examination.
