Why did Nghe An drop 17 places in administrative reform rankings?

(Baonghean.vn) - Explaining at the Provincial People's Council meeting, Director of the Department of Home Affairs Dau Van Thanh pointed out the reasons why Nghe An's administrative reform indexyear2016 down17 ranks, ranked 38/63 provinces and cities.

The system re-ranked administrative reform (PAR) in recent times, in 2012 Nghe An ranked 31st nationwide, in 2013 ranked 46th, in 2014 ranked 44th, in 2015 "jumped" to 21st and in 2016 dropped 17 places to 38th.

"I think if we evaluate accurately, Nghe An's administrative reform index is currently in the 30th-35th position nationwide. Jumping to 21st position and staying there is very difficult, not commensurate with the speed of administrative reform of our entire political system," Mr. Thanh stated the first reason.

The second reason, according to the head of the Department of Home Affairs, is that the new criteria of the Ministry of Home Affairs in 2016 have higher requirements and more absolute evaluation: “Most criteria must be implemented 100% to achieve maximum score. Many people ask why while the PCI index increased by 7 levels, the PAR index decreased by 17 levels? This is a very small criterion in the scoreboard of the Ministry of Home Affairs, they do not evaluate through the increase or decrease of the PCI index but evaluate the actual quality of investment attraction”.

The third reason mentioned by Mr. Dau Van Thanh is the channel on the impact of administrative reform on 8 administrative reform indicators independently evaluated by the Ministry of Home Affairs, sending 500 questionnaires to leaders at all levels from the province to the grassroots. "We evaluate this channel too strictly, so the information collected on the synthesis of administrative reform in Nghe An is only at an average level," he commented.

In addition, the leader of the Department of Home Affairs also analyzed more about PAPI, which is the provincial public administration and governance performance index directly coordinated by 3 agencies, based on 6 evaluation criteria, with 4 evaluation levels: highest, high average, low average and lowest.

“Our grassroots people's participation channel is rated as 'highest', showing that Nghe An people are very interested in this issue. Our public and transparent channel is rated as 'low average', accountability to the people is rated as 'high average', control of corruption in the public sector is 'low average', public administrative procedures are 'high average' and public service provision is 'lowest'. Overall, we are rated as 'low average', compared to the ranking at around 33rd place," Mr. Dau Van Thanh presented, at the same time stating that this is a very objective channel.

Finally, according to the information channel from the sociological survey of the Center for Social Sciences and Humanities of the Department of Science and Technology, the satisfaction rate with the administrative reform work of Nghe An reached 36.1%, acceptable 50.5% and dissatisfied 13.4%.

From the above analysis, the head of the Department of Home Affairs proposed 6 important solutions for the coming time to promote administrative reform in Nghe An in the last months of the year. Firstly, direct the implementation of the Provincial People's Committee's directive on strengthening administrative reform solutions in the province. Secondly, review and compare weak points and weak links to rectify and strengthen implementation.

Third, update information and evaluate administrative reform work every quarter and every month to fully inform the implementation results to each agency and unit; strengthen inspection of the implementation of Directive 26 of the Government and Directive 17 of the Provincial Party Committee. Fourth, issue criteria for classifying administrative reform in 2017 to accurately and publicly evaluate.

Fifth, the standing agencies including the Department of Home Affairs, the Department of Justice, and the Department of Information and Communications must coordinate more closely to advise the Provincial People's Committee to implement administrative reform more drastically. Finally, the entire political system must really get involved in doing a good job of administrative reform./.
