Director of the Anti-Corruption Department (Government Inspectorate) Pham Trong Dat said that saying that a 10 billion asset was used to raise pigs and chickens is an explanation that no one can accept.

Talking about the explanations of many officials about the huge assets they have obtained from raising pigs, raising chickens, selling brooms, etc., Director of the Anti-Corruption Department Pham Trong Dat emphasized: "The explanation of the origin of assets must be reasonable in any case."

According to him, the regulation requires the declarant to explain the origin of assets whenever there is an unusual increase or decrease. For example, if the increase is 50 million or more, the declarant must explain.

“The increase in assets of civil servants can be due to business or other work, or it can also be due to selling real estate, or inheritance from parents…

Whatever the reason, it must be clearly explained to have a basis to consider whether it is reasonable or not," the Director analyzed.

“You have 10 billion and you say you want to raise pigs and chickens. Where did you get so much money? If you explain it without making sense, no one will accept it,” he emphasized.

Raising pigs and chickens to get rich must be typical

Standing member of the National Assembly's Committee on Social Affairs Luu Binh Nhuong said that the explanation of many officials that the huge assets were obtained from raising chickens, pigs, and selling brooms has two aspects.

One is that there is a possibility that they are right. “If someone gets rich from raising pigs or chickens, we must confirm it for them, even replicate the typical example, and show good people and good deeds. Who would let them exist in such a hidden corner?” said Deputy Nhuong, however, he said that this possibility is very small, maybe 0.1%.

The remaining 99.9% of public opinion does not put faith in such confessions.

“Such an explanation is not convincing, and public opinion strongly disagrees. People say such an explanation further demonstrates dishonesty. The first time being dishonest in declaration, the second time being dishonest in explanation, so it is double dishonesty,” Mr. Nhuong noted.

According to him, people do a lot of things like raising pigs and chickens, anyone can do it.

“There are even people who do more than that, and sometimes even become poor. For example, my constituents in Ben Tre recently had pig farmers who lost hundreds of millions,” he said.

Declare to where only know that

Delegate Nhuong also pointed out the fact that public opinion always raises and strongly objects to the fact that asset declaration is still very formal.

The person who declared his assets did not declare enough, did not declare accurately, or even concealed them. The competent authority managing that cadre did not verify. The leader did not take responsibility, nor did the staff. In short, the whole village was in disarray.

That's why it leads to avoidance and ignoring the "I don't touch you, you don't touch me" attitude. From there, secret alliances are formed to protect and shield each other.

“The Party has determined that asset declaration is extremely important because corruption is often linked to asset issues. But in reality, people are quite comfortable with asset declaration because they only know what they declare,” emphasized Deputy Luu Binh Nhuong.

He also noted that the disclosure of asset declarations and the extent of asset disclosure need to be considered. According to him, the current disclosure of assets is still limited, leading to low efficiency and effectiveness.

“Who is the supervisor? What is the supervisor using? That’s why people call it “surveillance”. That is, Mr. A has a house here, but it seems he has several thousand square meters of land there. It seems that this man’s wife has a company there, it seems that that man’s daughter has a very nice car…

We often say, people know, people discuss, people check, but if people don't know, what can they discuss?", Delegate Nhuong wondered.

Dishonest declaration will not be promoted.

According to the Director of the Anti-Corruption Department, according to regulations, only when the declaration shows signs of unreasonableness or unusual increase in assets is there a basis for consideration.

Or when there is a complaint about assets, there is a problem in the appointment and promotion of officials that needs to be verified and assessed to evaluate the officials, then there is a basis for inspection.

Most asset declarations are voluntary and spontaneous, so they cannot be fully checked.

“Therefore, when we come to amend the Anti-Corruption Law, we also propose that officials must verify their assets before being appointed. If they do not declare honestly, they will not be eligible for appointment or promotion,” said Mr. Dat.

According to Mr. Dat, for a long time, the regulation required that whenever assets increased or decreased abnormally, the declarant must explain the origin. For example, if assets increased by 50 million or more, the declarant must explain.
