Gambling line in the form of inter-provincial lottery and number recording

(Baonghean.vn) - Nhung connected with subjects in Thai Hoa town, Hai Phong city, and Hanoi to organize gambling by recording lot numbers and items through selling lottery tickets.

At the end of April 2017, through reconnaissance work, Thai Hoa Town Police discovered a group of people specializing in gambling by recording lottery numbers through selling lottery tickets.

To combat the above acts, Thai Hoa Town Police established a special project with code number 0517B. During the investigation, the special project team found that Le Thi Nhung (born in 1969), residing in block 250, Dong Tien ward, Thai Hoa town, had many suspicious signs.

Nhung has two previous convictions for illegal possession of narcotics and gambling. Recently, Nhung has been secretly betting on lottery numbers and regularly "hooking up" with some people in other localities to gamble by writing down lottery numbers to make illegal profits.

"The difficulty is that gamblers often contact each other by phone or text message, so investigation and evidence collection are very difficult," said Captain Le Dinh Ha, Captain of the Criminal Police Team on Crime - Economics - Drugs.

During the undercover surveillance, the detectives found that Nguyen Duy Diep (41 years old), residing in Cho hamlet, Nghia Hoi commune, Nghia Dan district, was involved in Nhung's gambling ring. Diep had a previous conviction for gambling, but did not directly participate in gambling with Nhung, but directly gambled with Nguyen Xuan Hung (born in 1979), Nguyen Thi Oanh (born in 1971), both residing in Nghia Hoi commune, Nghia Dan district, and Le Thi Quyen (born in 1981), residing in hamlet 2, Trung Loc commune, Can Loc district, Ha Tinh province, and a number of subjects in Hanoi and Hai Phong.

Diep often called Nguyen Van Dong (born in 1965), residing in Dong Tam 2 block, Hoa Hieu ward, Thai Hoa town. Dong was then responsible for sending text messages with the lottery numbers of the above subjects to Le Thi Nhung for gambling.

The investigation team also determined that, in addition to the above subjects, there was also Phan Thi Thuy Hang (born 1984), residing in Phu My hamlet, Tay Hieu commune, who also directly participated in gambling with Le Thi Nhung.

After grasping all the activities of the gambling ring led by Nhung, on the night of May 9, 2017, the Thai Hoa Town Police Department urgently arrested Nguyen Van Dong at his home. Dong confessed to sending gambling messages in the form of lottery numbers to Le Thi Nhung (the lottery owner).

Immediately after that, the police urgently arrested Nguyen Thi Diep and Le Thi Nhung for gambling. Expanding the investigation of the case, from May 10 to May 11, the Special Task Force arrested Phan Thi Thuy Hang, Nguyen Thi Oanh, Nguyen Xuan Hung and Le Thi Quyen (in Ha Tinh) for gambling.

At the investigation agency, the subjects confessed that the total amount of money involved in gambling by writing down numbers and lottery numbers was over 80 million VND. As for the two subjects in Hanoi and Hai Phong, the subjects said they did not know the specific identities, the police agency is continuing to expand the investigation of the case.

The Investigation Police Agency has initiated a case, prosecuted the defendants Nguyen Duy Diep, Nguyen Van Dong and Nguyen Xuan Hung for gambling but released them on bail but applied a measure of prohibiting them from leaving the locality to serve the prosecution.

Nguyen Thi Oanh, Phan Thi Thuy Hang and Le Thi Quyen were administratively punished for gambling and handed over to local authorities for management.

Since the beginning of 2017, Thai Hoa Town Police have investigated and discovered more than 10 gambling cases, arrested dozens of subjects, seized more than 100 million VND in cash, dozens of motorbikes, and 1 car worth nearly 1 billion VND.
