Raising responsibility at all levels and sectors in handling voters' petitions

Report on the results of handling voters' opinions and recommendations before, during and after the 3rd session of the Provincial People's Council; the implementation of the Notice of conclusion of the questioning session, the promised issues at the questioning session of the 3rd session of the Provincial People's Council presented by Vice Chairman of the Provincial People's Committee - Huynh Thanh Dien.

The reception and settlement of voters' opinions and recommendations are always of interest to the Party Committee and the government, and this is considered an extremely important task; contributing to gradually improving the effectiveness and efficiency of management by governments at all levels, protecting the legitimate rights and interests of the people; creating favorable conditions to promote socio-economic development, maintaining political stability and social order and safety in the province.

Comrade Huynh Thanh Dien informed that before and after the 3rd session, the 17th Provincial People's Council had 113 opinions and recommendations from voters sent to the Provincial People's Committee for resolution. With a sense of responsibility to the voters of the province, the Provincial People's Committee has directed departments, branches and sectors to proactively research, absorb and respond. Up to this point, 100% of opinions and recommendations from voters have been responded to.

The Vice Chairman of the Provincial People's Committee also directly responded to a number of specific recommendations at the meeting. The voters' recommendations on the shortcomings in implementing Decree No. 42/2012/ND-CP of the Government directly supporting people growing rice at the rate of 50,000 VND/500m²Comrade Huynh Thanh Dien admitted that this was the reality and said that the current support level was too low and unreasonable. However, in 2015, the Government revised the policy, instead of directly supporting financial support for rice growers, it now increased the support level for local rice production.

Specifically, in addition to support from the State budget according to current regulations, rice-producing localities also receive State budget support of 1 million VND/ha/year for land specializing in wet rice cultivation; support of 500,000 VND/ha/year for other rice-growing land (except for upland rice land that is spontaneously expanded without following the planning and land use plan for rice cultivation).

The use of funds to invest in infrastructure works is stipulated in Clause 4, Article 8: Specifically, investing in construction, maintenance and repair of agricultural and rural infrastructure works in the commune, in which priority is given to investment in traffic and irrigation systems on rice-growing land.

Responding to voters' opinions on the slow payment of policies and regimes to support lunch for preschool children; support money and rice for students in mountainous areas; support money for students of poor households, the Vice Chairman of the Provincial People's Committee said that the arrangement of funding sources to pay for beneficiaries depends on the lack and delay of funds transferred from the Central Government.

To provide timely support to the subjects, while waiting for additional resources from the Central Government, at times, the Provincial People's Committee has used the Central Government's targeted additional funding to support the subjects. And when the Central Government provides additional funding, the province always provides enough compensation to the localities.

Next, the session listened to reports on the activities of the Provincial Fatherland Front Committee participating in government building; opinions and recommendations of the people and proposals and recommendations of the Provincial Fatherland Front Committee to the Provincial People's Council and People's Committee; results of activities in 2016, tasks in 2017 of the Provincial People's Court and the Provincial Procuracy; report on the results of the 3rd session of the 14th National Assembly.

The meeting also heard reports on the work results of the Standing Committee and the Provincial People's Council Committees in 2016; the contents of the reports and draft resolutions submitted to the meeting; and reports on the examination results of the Standing Committee and the Provincial People's Council Committees on the reports and draft resolutions submitted to the meeting.

Regarding the suggestion that the province provide guidance on the assessment of subjects infected with Agent Orange and former Youth Volunteers, Comrade Huynh Thanh Dien affirmed that the Provincial People's Committee has directed the Department of Labor, Invalids and Social Affairs to issue Official Dispatch No. 3246/LĐTBXH-NCC guiding the implementation of the contents and regulations in Joint Circular No. 20/2016/TTLT-BYT-BLĐTBXH on guidance on the examination and assessment of diseases, disabilities, deformities and disabilities related to exposure to toxic chemicals for resistance fighters and their children.

Up to now, the whole province has appraised and referred 233 files for medical examination at the Medical Examination Council; 165 files have been appraised and the results have been transferred to the Department of Labor, War Invalids and Social Affairs to resolve the regime; 30 files have been returned to the Department of Labor, War Invalids and Social Affairs to return to the subjects because they do not meet the disease-related conditions; and 43 files are currently being processed by the Nghe An Medical Examination Council. The Provincial People's Committee will direct the Department of Labor, War Invalids and Social Affairs to soon complete the regime for the remaining cases.

Vice Chairman of the Provincial People's Committee - Huynh Thanh Dien also informed the results of the implementation of the conclusion of the questioning session at the 3rd session of the 17th Provincial People's Council. Including construction planning, construction licensing and construction management of high-rise apartment buildings; the implementation of new school models and socialization work in cases in the province; the situation of health insurance fund overspending and social insurance arrears in the province.

Also at the opening session, the meeting heard comrade Nguyen Van Huy - Chairman of the Provincial Fatherland Front Committee report on the activities of the Provincial Fatherland Front Committee in participating in government building; opinions and recommendations of the people and proposals and recommendations of the Provincial Fatherland Front Committee to the Provincial People's Council and People's Committee.

Next, Comrade Cao Thi Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council presented a report on the results of monitoring the National Target Program on Sustainable Poverty Reduction for the 2012 - 2016 period in the province; the reports and draft Resolutions submitted by the Standing Committee of the Provincial People's Council to the meeting.

The meeting also heard Mr. Le Minh Thong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee present a report on the contents of the submission and draft Resolution submitted by the Provincial People's Committee to the meeting.
