On May 11, Mr. Nguyen Huy Hung (Hanoi) went to Hoang Mai District Police to report that Cao Thi Ngoc Anh (born in 1983, living in Group 20, Yen So Ward, Hoang Mai District) accepted to make fake university and vocational high school diplomas for only a few million VND.

Previously, on May 10, Mr. Hung contacted Ngoc Anh to ask about the paperwork and was told that the price of a diploma from the University of Economics - Technology - Industry with a good grade was 5 million VND. After the conversation, Ngoc Anh made an appointment with Mr. Hung to come to a coffee shop at the intersection of Tam Trinh - Yen So - Hoang Mai (Hanoi). Here, Mr. Hung deposited 2 million VND in advance and promised to receive the diploma after 2 days and Mr. Hung would pay the remaining amount.

However, after thinking carefully, Mr. Hung realized that making a fake diploma was a violation of the law, so he went to the police to report the incident.

Immediately after receiving information about the incident, based on the report, the Hoang Mai District Police Command dispatched a working group of the Criminal Police Team to cafe number 50 (lane 24 - Kim Dong street, Giap Bat ward, Hoang Mai district) where Mr. Hung was scheduled by his "partner" to return his license and conduct an administrative check on Cao Thi Ngoc Anh.

Here, the authorities seized documents related to fake degrees and transcripts from universities and colleges... Ngoc Anh brought them to deliver to customers. Ngoc Anh confessed that the "source of goods" was Hoang Anh Quang (born in 1990, living on Kim Ma street, Ngoc Khanh ward, Ba Dinh district, Hanoi).

During an administrative inspection of Quang's residence, Hoang Mai District police seized hundreds of fake documents and degrees. Quang confessed that a subject named Dung (in Cau Giay District, Hanoi) gave him fake university, college, intermediate, and high school degrees ordered by customers, to deliver to customers, collect money, and then give the money to Dung.

For each set of documents, Quang was paid 300,000 VND by Dung.

During the investigation, on May 16, Hoang Thanh Tung surrendered to the Hoang Mai District Police, handing over dozens of fake documents, degrees and many tools used to make fake documents.

At the investigation agency, Tung confessed that he worked as a motorbike taxi driver at My Dinh bus station (Nam Tu Liem district, Hanoi) and knew a person named Duc in Tan Tay Do urban area (Tan Lap commune, Dan Phuong district, Hanoi). Duc gave Tung documents in envelopes to deliver to other motorbike taxi drivers. These motorbike taxi drivers would deliver goods to customers via phone numbers written in the envelopes.

Duc gave Tung an ATM card in the name of Vu Dinh Duc. When Duc informed Tung to withdraw money, Tung withdrew all the money in the account and gave it back to Duc.

For each file transferred, Tung was paid 150,000 VND by Duc, then Tung divided it to each "xe om" about 40,000 - 50,000 VND/set.

Besides, every time Tung withdrew money from the ATM, Duc also paid Tung an additional 300,000-400,000 VND.

Tricks to deceive the authorities

From the collected documents, Hoang Mai District Police ambushed and arrested Duc while he was delivering goods to Tung to deliver to customers.

At the investigation agency, Duc confessed that his real name was Nguyen Manh Thang (born in 1979, in Dan Phuong, Hanoi). Thang used the name Duc to work with Tung and his "henchmen" to hide his real name to avoid risks for himself. Thang used the ID card he bought from pawnshops, then hired a motorbike taxi driver to take a portrait of himself and paste it on it and asked that person to go to the bank to open an ATM card under the name Vu Dinh Duc.

Hoang Mai District Police inspected room 902 - CT2B - Tan Tay Do Urban Area of ​​Thang and discovered Nguyen Van Canh (born in 1986, in Thanh Mien District, Hai Duong) was in the room "making" fake documents and certificates.

Here, Hoang Mai district police seized evidence related to the forgery of documents, diplomas and certificates from universities, colleges and vocational schools.

Thang confessed that he hired Canh to make fake degrees and documents for a salary of 10 million VND/month. Room 209 - CT2B - Tan Tay Do was rented by Thang to make fake seals and documents.

During the investigation, Thang confessed to having a connection with a man named Dung. It is known that Dung is the person who directly accepts to make all kinds of university, college, intermediate, and high school diplomas from customers for prices ranging from 3.5 million to 5 million VND. Thang receives "goods" from Dung for 1 - 2 million VND/set, including diplomas, transcripts, school records, and notarized copies.

Currently, Hoang Mai District Police are completing documents to handle the subjects in the fake document and degree trading ring according to the law./.
