After listening to Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council report on the socio-economic situation in the first 6 months of 2017, the Standing Committee of the District People's Council reported on the outstanding socio-economic situation of the localities in the first 6 months of 2017; the preparation work for the mid-year meeting of 2017 of the localities.

The conference spent a lot of time listening to the opinions and suggestions of voters who were interested in making recommendations to the Provincial People's Council. Regarding the activities of council delegates, Mr. Ngoc said that the activities of the delegates were not "even", mainly relying on the Standing Committee and the committees, so some delegates were not really interested and did not pursue to thoroughly resolve the issues that voters suggested.

Regarding the environmental issue, Mr. Ngoc said that Nghi Yen landfill not only serves the city but also neighboring districts. The province has a policy to continue investing 200 billion VND to expand and upgrade this landfill, accordingly, Vinh city is assigned by the province to cover 50% of the cost. In difficult budget conditions, the city proposed that the province consider reducing the city's contribution to 20-30%.

Regarding environmental issues, at the conference, Mr. Nguyen Duy Thao - Vice Chairman of the People's Council of Hoang Mai Town reflected: The town's centralized landfill has not had any difficulties in collecting waste. He suggested that the province pay attention and attract investors to implement it soon. Regarding the discharge of waste from Nghi Son Thanh Hoa port dredging plant, Hoang Mai Town has reported to the Provincial People's Committee. "Hoang Mai Town wishes to request the province to coordinate with Thanh Hoa Province to report to the Ministry of Natural Resources and Environment to inspect, handle and prevent environmental pollution so that people can feel secure" - Mr. Thao stated.

One of the issues that the People's Council delegates reported to the People's Council was the difficulty in finding a market for livestock products, which affects people's lives. "Prices are too low, affecting farmers' livestock production. The province should consider policies to support the sustainable development of the livestock industry, especially the output of agricultural products, especially having an orientation in developing livestock production for people," Ms. Le Thi Theu - Vice Chairwoman of the Tan Ky People's Council suggested.

Regarding the suspended projects, Mr. Nguyen Nam Dinh - Secretary of the Town Party Committee, Chairman of the People's Council of Cua Lo Town said: Currently, in the town, there are many projects that have been granted land for many years, although the extension has been extended many times, the investors have not yet implemented. The town has requested the Provincial People's Committee to revoke 13 suspended projects in the area, but so far, only 3 projects with small areas have been revoked. The town requests that the province take tougher and more drastic measures against suspended projects.

In addition, delegates reflected on many issues of concern to voters such as: Counterfeit goods, poor quality goods, and food safety are currently difficult to distinguish. The province is requested to strengthen propaganda, inspection, and measures to strictly control these activities.

Voters reflected that the investment policy for agriculture is still fragmented, suggesting that the province focus on investing funds to build high-tech production models for agricultural production to replicate and increase people's income. At the same time, there should be policies to attract businesses to invest in this field.

The province is interested in investing in building anchorages for boats to avoid storms; resolving policies for people with meritorious services; voters reflect on the slow progress of construction projects affecting people's lives; speed up the process of granting land use right certificates. A common situation today is that "mafia" monopolize and auction land in rural areas, people are not allowed to bid for land to the end and have to bid for land at very high prices.

Voters in many localities also recommended that the government take strict measures to deal with reactionary elements who incite parishioners to disrupt security and order.

The Standing Committee of the District People's Councils proposed that the Provincial People's Council strengthen training for the Provincial People's Council delegates at the district and commune levels, improve the quality of activities of elected representatives, and be flexible in meeting voters before and after the sessions.
