Provincial Party Secretary: Accompanying businesses to remove difficulties to develop production

(Baonghean.vn) - The Provincial Party Secretary emphasized that all levels and sectors must get involved and continue to pay attention to creating conditions for projects to be deployed quickly and put into production soon to promote growth targets not only in 2017 but also in the remaining years of the entire term.

Reporting on the socio-economic situation, national defense, security and foreign affairs in the first 6 months of 2017, comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee said: The growth rate of gross regional domestic product (GRDP) in the first 6 months of the year is estimated at 6.9%, higher than the same period in the past 3 years.

Of which, the agriculture, forestry and fishery sector increased by 4.64%, notably the output of exploitation and aquaculture was estimated at more than 87,143 tons, up 12.08% over the same period.

As of June 2017, Nghe An has 73 ships including 9 steel-hulled ships, 4 composite ships, and 60 wooden-hulled ships that have signed credit contracts under Decree 67; of which 69 ships have been completed and put into operation for fishing and fishery logistics services, bringing high economic efficiency.

Regarding new rural construction, the whole province has 152 communes meeting 19/19 criteria, 92 communes meeting 15-18 criteria, 93 communes meeting 10-14 criteria, no more communes with less than 5 criteria, 2 district-level units completing the task of new rural construction.

"It is expected that by the end of this year, the target of 20 communes reaching the new rural standard set at the beginning of the year will be exceeded" - Permanent Vice Chairman of the Provincial People's Committee Le Xuan Dai said.

Tourism activities also witnessed a recovery with an increase in the number of visitors and facilities and services. The number of tourists visiting Nghe An in the first 6 months is estimated at 3.4 million, up 54% over the same period, of which the number of overnight guests is estimated at 2.1 million, up 32% over the same period. Tourism service revenue is estimated at 1,446 billion VND, up 34% over the same period.

As of June 15, 2017, regarding investment attraction, the whole province has newly granted (approved investment policy and issued investment registration certificates) to 81 projects, with a total registered investment capital of more than 10,100 billion VND; adjusted for 11 projects with a total registered investment capital increase of more than 287 billion VND.

With these remarkable changes, budget revenue in the first 6 months of the year is estimated at 5,634 billion VND; of which domestic revenue is 4,964 billion VND, revenue from import-export activities is 670 billion VND.

At the meeting, opinions focused on discussing solutions to achieve the growth target set for this year of 8-9% when the growth rate in the past 6 months was only 6.9%.

Secretary of the Provincial Business Bloc Party Committee Thai Khac Thu said that through a 6-month survey, businesses welcomed an average of 2-3 delegations to work, some businesses welcomed more but the work content still overlapped.

"If our province does not handle this issue to create positive changes, business development will face difficulties, especially small and medium enterprises" - Comrade Thai Khac Thu suggested.

Previously, the assessment report of the Provincial People's Committee showed that the number of newly registered enterprises continued to increase, but on the contrary, in the past 6 months, the whole province had 370 enterprises having to close their tax codes and 320 enterprises temporarily suspending business.

After analyzing the difficulties and advantages of the last 6 months of the year, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested to promote administrative reform. "That is the task of agencies, departments, localities and of each civil servant and public employee" - the Provincial Chairman emphasized. "It is necessary to set an example and enhance the responsibility of leaders".

In the upcoming task, the Chairman of the Provincial People's Committee requested localities to improve the quality of People's Council and People's Committee meetings at all levels to evaluate specific targets, in order to have solutions to implement the set goals.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong, after emphasizing the work of ensuring security and order in the area, also shared the view that it is necessary to continue promoting the development of the health sector, especially the application of science and technology to take good care of people's health.

However, the Deputy Secretary of the Provincial Party Committee expressed concern about the deficit of the Health Insurance Fund (HIF) when compared to the same period, the number of patients going to the doctor still increased by 19%, the cost increased by 40%. The HIF fund also exceeded more than 570 billion.

This overspending is due to fund abuse, but according to the assessment of the Deputy Secretary of the Provincial Party Committee, the Social Insurance sector's approach has not yet completely resolved the problem. Therefore, there needs to be a more drastic and proactive solution from many sectors and levels, especially the very important role of the State management of the Health sector.

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh assessed that the growth rate of the first 6 months of the year was higher than that of previous years. However, to ensure the growth target of 8-9% this year, the Provincial Party Secretary agreed with the solution of the Provincial People's Committee Chairman, which pointed out that sectors and localities should review the targets and targets to find solutions for implementation, especially promoting the disbursement of investment capital and creating conditions for projects to come into operation soon.

In particular, Secretary Nguyen Dac Vinh commented that the implementation of the average growth target of 10%/year for the entire term and budget revenue of 25,000 - 30,000 billion VND by 2020 still faces extremely difficult factors, while the room to create breakthrough growth mainly looks at the industrial sector.

Therefore, in addition to promoting investment attraction, the Provincial Party Secretary suggested that all levels and sectors must get involved and continue to pay attention to creating conditions for projects to be deployed quickly and put into production soon.

“The provincial working delegations work with large factories to listen to and resolve difficulties for businesses in order to promote production. Some important projects such as Vinh - Cua Lo Boulevard, Cua Hoi Bridge, Vinh Sub-urban Project funded by the World Bank need to continue to be directed strongly to ensure progress and early exploitation” - the Provincial Party Secretary emphasized.

On the other hand, Secretary Nguyen Dac Vinh also noted that relevant levels and sectors need to have solutions to support the construction of sustainable raw material areas, especially for the sugar cane and wood processing industries; be resolute in returning agricultural and forestry land to the people; synchronously resolve the problem of health insurance fund overspending, and continue to maintain security and order in the area.

The Provincial Party Secretary also requested the Education sector to clearly inform parents about the VNEN model before the new school year; develop teacher standards, effectively resolve surplus teachers to create conditions to supplement preschool teachers, which are currently lacking in many localities.

In addition, the Department of Labor, Invalids and Social Affairs has done a good job of taking care of people with meritorious services, especially on the upcoming 70th anniversary of War Invalids and Martyrs Day; paying attention to hunger eradication and poverty reduction.

In particular, this sector needs to pay attention to solving the problem of fake war invalids. "If any cases are found, they should be brought to the media for clarification. The act of forging war invalid papers is highly condemnable in terms of social ethics" - the Provincial Party Secretary emphasized.

Closing the meeting, the Provincial Party Secretary requested all Party committees at all levels to well implement Project No. 01 - DA/TU, dated August 10, 2016 of the Provincial Party Executive Committee (18th term) on "Building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016 - 2020"; at the same time, expanding attention to Party building and the grassroots political system in communes, wards, and towns.

Also this morning, the Provincial Party Executive Committee listened to an assessment of the results of 10 years of implementing Resolution 4 of the Central Committee (10th tenure) on Vietnam's marine strategy to 2020.
