Vinh City in new vision: Connecting coastal urban areas for sustainable development

(Baonghean.vn) - That is the content that many delegates of the Vietnam Economic Institute, leaders of Nghe An province and Vinh city agreed on, discussing solutions to help Vinh city develop to its full potential in the coming time.

In recent years, Vinh City has promoted development towards becoming the core center of the urbanization process and the driving force for economic and social development of Nghe An and the North Central economic region as directed by Resolution 26 of the Politburo.

The economic growth rate is quite good, attracting many key projects to promote economic development; average income reaches 33.8 million VND/person/year, social security is guaranteed, social order and safety are taken care of.

After 11 years of implementing Decision No. 239/2005/QD-TTg of the Prime Minister, Vinh city has made progress, creating a new look, becoming a type I urban area, completing the construction of new rural areas in 9 suburban communes, creating momentum for the city's synchronous development.

However, according to the assessment, the development of Vinh City has not been commensurate with its potential and expectations; infrastructure, although being invested in, has not yet met development requirements; the business system is not really strong in developing and integrating into the regional and international economy; many businesses are small-scale and slow to innovate technology. At the same time, planning and planning management work lacks synchronization...

Speaking at the workshop, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee asked scientists to contribute many solutions to help Vinh city and Nghe An province develop more strongly in the coming time.

At the workshop, delegates proposed many solutions on resource mobilization, strengthening investment attraction, planning management, and promoting development areas. Accordingly, the development of Vinh City in connection with Cua Lo town will become a coastal city and link with regions to create a new strategy. In the development process, Vinh City needs to learn from the experiences of some cities in the region and internationally to ensure rapid and sustainable growth in the integration trend.

According to Dr. Tran Kim Hao - Central Institute for Economic Management Research, the city needs a Chief Architect, closely following the planning, synthesizing recommendations to have good ideas in planning management, economic and social development. At the same time, Vinh city needs to attract strategic investors with strong potential, connecting to promote development in the area.

Associate Professor Dr. Hoang Van Hai - Director of the Institute of Business Administration of the University of Economics, said that Vinh city needs to "go through the narrow door between Hanoi - Hue - Da Nang" to become the economic - social center of the North Central region. Therefore, in addition to promoting investment attraction, it is necessary to promote good educational land, strengthen the construction of education and training centers, but it is necessary to focus on vocational training, equipping workers with good skills.

Speaking at the workshop, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province thanked the researchers for their comments. Those ideas will be accepted by the leaders of Nghe An province and Vinh city, and added to the orientation and solutions for the development of Vinh city in particular and Nghe An in general.

Comrade Nguyen Dac Vinh also informed the scientists about the results of economic and social development in the area and affirmed that the development of Vinh city plays an important and decisive role in the development of Nghe An province.

Accordingly, Vinh city must develop according to the law, based on its advantages and the development trend of the province, the country and the world. The province has planned the Vinh - Cua Lo development axis, in 2017 will start construction of Vinh - Cua Lo avenue, detailed planning 1:500 on both sides of the avenue and in the future will plan the Lam riverside area. The province and the city must manage planning well to build a civilized and modern urban area.

Vinh city needs to continue to improve its infrastructure and service system to serve the development of Nghe An province. With the development of an international airport, an international seaport, and the Hanoi - Vientiane (Laos) international highway, Vinh city has a great opportunity to become the development center of the region.

The city needs to have policies for state agencies and businesses to invest in education and training, especially university education, to strengthen training in technical fields, and gradually form research centers in each field.

The city also needs to be connected with the development center of the province, region, and country and move towards linking with major cities in the world.

Concluding the workshop, comrade Nguyen Xuan Duong thanked the scientists for their enthusiastic opinions. Those contributions continued to affirm the city's advantages and the goal of building Vinh city into the center of the region.

After this conference, Nghe An province continues to coordinate with foreign consultants to plan the overall and detailed development of Vinh city to become a friendly and modern economic - commercial - financial - educational - medical - tourism center. Along with that, the province and city promote investment attraction along with budget resources to implement the set goals.
