Trillion-dollar hospital on paper, occupying prime land
Although planned grandly in prime locations in the heart of the capital, many billion-dollar hospital projects with hundreds of beds remain on paper. Meanwhile, a series of public hospitals are seriously overloaded.

"Shelved" for a decade
In 2008, the Hanoi People's Committee decided to reclaim 35,957 square meters of land in Yen So Ward (Hoang Mai District) and hand it over to Quang Trung General Hospital Joint Stock Company to build Quang Trung General Hospital. However, according to Mr. Nguyen Quoc Quyet, Chairman of Yen So Ward People's Committee, the project is still on paper. "This project involves nearly 300 households whose land was reclaimed but has been delayed for many years. Up to now, although the district has approved the compensation and support plan, the investor has not yet organized the payment to the people, causing frustration at the ward's conferences as well as at meetings with voters. The ward has also repeatedly requested all levels to implement the project," said Mr. Quyet.
According to Tien Phong reporters' observations, the land allocated to the enterprise to implement the Quang Trung General Hospital project is located in a "golden land" location, right on Tam Trinh Street - the main road of Hoang Mai District, surrounded by high-rise projects. Currently, the land is still the production land of households: "The project is mostly agricultural land for production of the people, only 5 households have residential land located on Tam Trinh Street. We have repeatedly petitioned the investor to implement the project and pay compensation to the people because the project has been dragging on for many years without any movement", said Ms. Thu, a resident near the project.
Not only the Quang Trung General Hospital project, another super hospital project has also been "shelved" for many years in a prime location of Ha Dong district. That is the Ha Dong International Hospital project located in Duong Noi ward (Ha Dong district). Before the planning adjustment, this project had a total area of about 16.65 hectares. In 2008, the Ha Dong International Hospital Complex project was granted an investment certificate by the People's Committee of Ha Tay province (old). After merging into Hanoi, it is expected to be an international-scale hospital project at the western gateway of the capital with hundreds of beds, and a total investment of thousands of billions of VND.
In 2011, the Hanoi People's Committee allowed the adjustment of the 1/500 scale planning and asked the investor to speed up the project implementation progress, but the project is still "shelved": "Recently, the city has approved the detailed planning of Ha Dong International Hospital. However, the land to build Ha Dong International Hospital is only about 7.1 hectares with a maximum scale of 600 beds. Most of the remaining land of the project is for building a commercial center. Hopefully, with this planning adjustment, the investor will implement the project because it has been delayed for nearly ten years", said an official of Duong Noi ward.
Hand over to incompetent business
According to the investment certificate granted by Hanoi City to Quang Trung General Hospital Joint Stock Company, headquartered at 104 Tue Tinh Street, Nguyen Du Ward (Hai Ba Trung District, Hanoi) in 2007, the proposed progress is 18 months from the first quarter of 2008. "Up to now, the project has not implemented compensation and support for site clearance because the enterprise has not arranged capital for implementation. The district has also sent a document requesting the city to withdraw the project because it has been taking too long," said a representative of Hoang Mai District.
According to Deputy Director of the Department of Natural Resources and Environment (DONRE) Nguyen Huu Nghia, the Department Inspectorate has inspected the Quang Trung General Hospital project of Quang Trung General Hospital Joint Stock Company in Yen So Ward (Hoang Mai). According to Mr. Nghia, the regulation stipulates that after 12 consecutive months from the date of receiving the land handover in the field, if the investor does not put the land into use or is 24 months behind the progress recorded in the project, the DONRE will prepare a dossier and submit it to the city to reclaim the land that has been handed over.
According to the Department of Natural Resources and Environment, the inspection also showed that the enterprise could not prove its capacity and funding to implement the project. "The main reason for the delay in implementing the Quang Trung General Hospital construction investment project of Quang Trung General Hospital Joint Stock Company is that the company could not prove its capacity; could not arrange funding to implement the project," the Department of Natural Resources and Environment Inspectorate document clearly stated.
Representatives of districts where there are “shelved” hospital projects said that these are large-scale projects approved by the city, but the slow implementation by investors has greatly affected the locality. “The investors were assigned land by the city but they did not implement it while the people whose land was recovered continuously petitioned the district to resolve the compensation and support issues. Therefore, for the Quang Trung General Hospital project, the district has agreed to request the city to withdraw the project and hand it over to another capable investor,” said an official from Hoang Mai district.
According to the Hanoi Department of Natural Resources and Environment, from the inspection conclusion, the Department has proposed that the city assign the Department of Planning and Investment to prepare a dossier to revoke the investment project to build Quang Trung General Hospital in Yen So ward, Hoang Mai district, which was granted to Quang Trung General Hospital Joint Stock Company.
