(Baonghean.vn) - From the provincial departments and branches, many opinions say that the situation of students graduating from schools not being able to find jobs is the responsibility of the localities that send them to study.

On the afternoon of May 18, the monitoring delegation of the Provincial People's Council's Ethnic Minority Committee had a working session with the Department of Home Affairs on the implementation of policies for ethnic minority cadres, civil servants and public employees in the province from 2014 to 2016. Ms. Lo Thi Kim Ngan - Head of the Provincial People's Council's Ethnic Minority Committee was the head of the delegation.

Attending the meeting were Mr. Hoang Viet Duong - Vice Chairman of the Provincial People's Council, representatives of the Provincial Party Committee's Organizing Committee, the Provincial Ethnic Committee, departments of the Provincial People's Council, representatives of the Department of Home Affairs and specialized departments.

Nghe An is the largest province in the country, with many ethnic groups living together. Agencies and units in the province have seriously grasped and implemented legal documents and policies related to cadres, civil servants and public employees (CBCCVC) who are ethnic minorities.

From 2014 to 2016, the province recruited civil servants and public employees in two forms: examination and selection, applied preferential regimes and incentives in recruiting ethnic minority civil servants and public employees, and recruited 324 ethnic minority cases without examination.

Also during this period, the province sent 12 ethnic minority students to study, assigned work to 30 ethnic minority students who graduated from the regular recruitment system, but there were still 81 ethnic minority students who graduated from the recruitment system from 2014-2016 but had not been assigned jobs.

The main reasons are said to be due to the lack of assigned staffing quotas, the training profession is not suitable to the requirements of the recruitment position or the training profession has limited recruitment...

In addition, the planning and appointment of ethnic minority civil servants and public employees is carried out according to regulations of the Party, the State and all levels and sectors, ensuring a proportion corresponding to the proportion of ethnic minorities in localities and in the whole province.

Every year, agencies and units develop a general training plan, which integrates the implementation of training and fostering projects for ethnic minority cadres, female cadres, grassroots cadres, and promising young cadres. The mobilization and rotation of ethnic minority cadres is carried out relatively well, and the financial support regime for this group is relatively timely...

Discussing at the working session, Mr. Nguyen Van Son - an officer of the Provincial Party Committee's Organizing Committee and a member of the monitoring delegation, said that it is necessary to pay attention to finding effective solutions for the number of unemployed university graduates.

According to Mr. Son, if the question of how to send ethnic minority students to study can be answered in a way that ensures good implementation of policies for ethnic minorities, ensures training quality and takes into account local needs, the current situation of difficulty in arranging jobs for those selected will be ended.

Ms. Luc Thi Lien - Deputy Head of the Ethnic Minority Committee of the Provincial People's Council raised concerns about the implementation of planning and appointment of ethnic minority civil servants and public employees in some localities in the province, especially Thanh Chuong.

"Through recent monitoring, it is known that this district has 5% of the population being ethnic minorities, but the whole district only has 1 district-level official who is ethnic minority, even the Ethnic Council of the district People's Council is 100% Kinh," said Ms. Lien.

Meanwhile, Mr. Dang Quang Hong - Deputy Head of the Economic - Budget Committee of the Provincial People's Council asked about the quality and level of performance of the ethnic minority civil servants and was answered by Head of the Civil Servants and Public Employees Department of the Department of Home Affairs Dau Dinh Duong: "Up to this moment, no locality has had a document reporting the case of ethnic minority civil servants and public employees who were assigned but did not complete their tasks".

Mr. Duong also discussed that to completely resolve the recruitment issue, districts must base on job needs, professional title criteria and local salary funds to send people to study. "The recruitment must be calculated 5 years in the future, to estimate whether there will be recruitment quotas at that time, but how can we base on current quotas? Currently, whenever a district has a quota for its staffing and has a document sent down, the Department of Home Affairs will advise the Provincial People's Committee to assign work immediately," affirmed the Head of the Department of Civil Servants and Public Employees, Department of Home Affairs.

Representative of the Provincial Ethnic Committee, Deputy Head of the Committee Lo Xuan Vinh said that it is incorrect for districts to blame the Department of Home Affairs and the Provincial Recruitment Council for not being able to arrange jobs for recruited students, because localities have been fully decentralized.

Sharing the above viewpoint, Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Committee Le Quoc Khanh analyzed: "In recruitment, based on annual targets and job position plans, the district must divide specific targets, giving priority to the subjects we need, which are ethnic minority civil servants and public employees, of which there are very few such as Mong, Kho Mu, etc. Some localities asked how to recruit Mong civil servants and public employees. To do so, the district must clearly state the recruitment standards and the number of civil servants and public employees... Developing criteria and proposing recruitment is the authority of the district."

Speaking at the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong commented that the quality of ethnic minority civil servants and public employees in Nghe An has clearly improved compared to before, but practical requirements still need more attention.

The Standing Representative of the Provincial People's Council also recommended that the Department of Home Affairs and relevant departments and branches study a more flexible and specific mechanism to recruit ethnic minority civil servants and public employees, strictly implement current recruitment regulations and ensure the structure of civil servants and public employees at the grassroots level.

Head of the monitoring delegation Lo Thi Kim Ngan acknowledged the opinions at the monitoring session and said that these contents will be compiled and completed in a report to be submitted to competent authorities, contributing to timely adjustment and better implementation of policies for ethnic minority civil servants.
