Allocate funds to localities 135 as soon as possible.
(Baonghean.vn) - On June 16th, Mr. Le Minh Thong, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired a conference to implement the conclusions of the inspection and provide guidance on the implementation of Circulars 01 and 02 of the Committee for Ethnic Minority Affairs.
Attending the conference were leaders and specialized departments of the Provincial Ethnic Affairs Committee, representatives from the Departments of Finance, Planning and Investment, and leaders from the districts of Ky Son, Tuong Duong, Con Cuong, Anh Son, Thanh Chuong, Que Phong, Quy Chau, Quy Hop, Nghia Dan, Tan Ky, Quynh Luu, and Thai Hoa town. |
At the conference, the leaders of the Ethnic Affairs Committee disseminated the contents of the inspection report on the implementation of policies on settled farming and resettlement, and policies supporting housing land, production land, and clean water for poor ethnic minority people and poor households.
The conclusion affirmed the strengths of the districts in implementing the policies, while also pointing out shortcomings, limitations, and obstacles in the direction and implementation process. These included a lack of funding for projects, a shortage of land for implementing resettlement projects, delays in settling accounts, and the deterioration of some infrastructure projects.

Circular 01/2017/TT-UBDT dated May 10, 2017, is a document regulating the implementation of Project 2 (Program 135) under the National Target Program for Sustainable Poverty Reduction giai đoạn 2016 – 2020. The implementation areas include particularly disadvantaged communes, border communes, and security zone communes; and particularly disadvantaged villages (hamlets, settlements, and communities) in ethnic minority and mountainous regions.
The circular focuses on the allocation of funds and planning for program implementation; support for infrastructure investment; capacity building for communities and local officials; management, use, and settlement of funds; inspection, monitoring, and evaluation; implementation organization and enforcement.

Circular 02/2017/TT-UBDT, dated May 22, 2017, is a guiding document for the implementation of Decision 2085/QD-TTg approving the specific policy to support socio-economic development in ethnic minority and mountainous areas for the period 2017-2020.
Accordingly, the circular provides guidance on implementing policies supporting housing land, production land, clean water, preferential credit, and policies for arranging and stabilizing the population for ethnic minority households still practicing nomadic farming. Specifically, ethnic minority households still practicing nomadic farming and without production land will receive 15 million VND/household from the state budget and can borrow capital from the Social Policy Bank; households lacking clean water will receive an average of 1.5 million VND/household to create a water source for daily use...

At the conference, leaders from departments, agencies, and localities discussed several related issues such as budget allocation; difficulties in transporting raw materials, leading to increased costs; and flexibility in capital allocation.

Concluding the conference, Comrade Le Minh Thong requested the Ethnic Affairs Committee to urgently implement the review based on the inspection conclusions of the Committee for Ethnic Minority Affairs, and to regularly monitor the implementation of relevant circulars. Regarding the implementation of Program 135, the Ethnic Affairs Committee needs to promptly review the criteria for allocating funds to localities, and to promote a sense of responsibility to ensure the rights of ethnic minority people.
