(Baonghean.vn) - On June 16, Comrade Le Minh Thong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the Conference on Deploying the inspection conclusion and guiding the implementation of Circulars 01 and 02 of the Provincial People's Committee.
Attending the conference were leaders and specialized departments of the Provincial Ethnic Committee, representatives of the Departments of Finance, Planning and Investment and leaders of the districts: Ky Son, Tuong Duong, Con Cuong, Anh Son, Thanh Chuong, Que Phong, Quy Chau, Quy Hop, Nghia Dan, Tan Ky, Quynh Luu and Thai Hoa Town. |
At the Conference, the leaders of the Ethnic Committee thoroughly grasped the contents according to the inspection conclusion on the implementation of policies on sedentarization, settlement, and policies to support residential land, production land, and domestic water for poor ethnic minorities and poor households.
The conclusion affirmed the advantages of the districts in the process of implementing policies, and at the same time pointed out the shortcomings, limitations and obstacles in the process of direction and implementation. Circular 01/2017/TT – UBDT dated May 10, 2017 is a document regulating the implementation of Project 2 (Program 135) under the National Target Program on Sustainable Poverty Reduction for the period 2016 – 2020. The implementation areas include extremely disadvantaged communes, border communes, safe zone communes; extremely disadvantaged villages (hamlets, villages, hamlets, hamlets) in ethnic minority and mountainous areas.
The content of the circular focuses on capital allocation and program implementation planning; Infrastructure investment support; Capacity building for communities and grassroots staff; Capital management, use and settlement; Inspection, supervision and evaluation; Implementation organization and enforcement.

Regarding Circular 02/2017/TT-UBDT, dated May 22, 2017, is a document guiding the implementation of Decision 2085/QD-TTg approving specific policies to support socio-economic development in ethnic minority and mountainous areas for the period 2017 - 2020.
Accordingly, the circular guides the implementation of policies to support residential land, production land, domestic water, preferential credit and policies to arrange and stabilize the population for ethnic minority households that still practice nomadic farming. Specifically, ethnic minority households that still practice nomadic farming and do not have land for production will be supported with 15 million VND/household from the state budget and can borrow capital from the Social Policy Bank, households lacking domestic water will be supported with an average of 1.5 million VND/household to create a water source for daily life...

At the conference, leaders of departments, branches and localities discussed a number of related issues such as budget allocation; difficulties in transporting raw materials, high costs; and flexibility in allocating capital sources.

Concluding the Conference, Comrade Le Minh Thong requested the Ethnic Committee to promptly carry out the review according to the inspection conclusion of the Committee for Ethnic Minorities, and regularly urge the implementation of relevant circulars. Regarding the implementation of Program 135, the Ethnic Committee needs to promptly consider the criteria for allocating capital to localities, promoting a sense of responsibility to ensure the rights of ethnic minorities.
