Urgent telegram on overcoming the consequences of storm No. 2
(Baonghean.vn) - The Provincial People's Committee issued Official Dispatch No. 10/CD.UBND dated July 17, 2017 on overcoming the consequences of storm No. 2. The content of the dispatch is as follows:
Chairman of the People's Committee - Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Nghe An province:
- Chairman of People's Committee - Head of Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities and towns;
- Provincial Military Command;
- Provincial Border Guard Command;
- Directors of Departments, Heads of Provincial Boards and Branches;
- Directors of Irrigation and Hydropower Companies in the province.
According to the North Central Hydrometeorological Station, storm No. 2 made landfall directly in Nghe An at 0:00 on July 17. On land, Nghe An and Ha Tinh provinces had strong winds of level 7-8, gusting to level 10-11. Coastal waters had strong winds of level 8, gusting to level 12. The storm's circulation caused heavy rain in the North Central region. The total rainfall from July 16 to July 17 was generally from 100-200 mm, with some places having more, such as Vinh City, with 233 mm. The storm and floods caused great damage to people, property, agricultural production, and infrastructure of the people and the State.
To urgently overcome the consequences of storms and floods, and soon stabilize people's lives, the Chairman of the People's Committee - Head of the Provincial Steering Committee for Disaster Prevention and Search and Rescue requests the Chairman of the People's Committee - Head of the Steering Committee for Disaster Prevention and Search and Rescue of districts, cities and towns, the Provincial Military Command, the Provincial Border Guard Command, Directors of provincial departments, branches and sectors, Directors of irrigation and hydropower companies in the province and related units to urgently perform the following tasks:
1. Continue to strictly implement the contents of Official Dispatch No. 09/CD-UBND dated July 16, 2017 of the Provincial People's Committee Chairman; Official Dispatch No. 05 dated July 14, 2017 of the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Official Dispatch No. 06 dated July 15, 2017 of the Provincial Steering Committee for Disaster Prevention and Control.
2. Chairman of People's Committee of districts, cities and towns:
Organize visits, encouragement, and support for families with deceased or injured people, families with collapsed or severely damaged houses, families with preferential policies, and single-parent families.
Mobilize local forces and means to support people in overcoming consequences, repairing houses and trees, cleaning and sanitizing the environment, preventing disease outbreaks and spread; quickly restore agricultural production.
Repair damaged works such as: traffic works, irrigation works, electricity systems, schools, healthcare facilities, domestic water supply works and other essential infrastructure to soon stabilize people's lives.
Deploy assessment and statistics of damage to proactively support and overcome consequences and report to relevant authorities.
3. Hydropower and Irrigation Companies: Closely monitor the development of post-storm flood weather to direct the operation of irrigation reservoirs and inter-hydropower reservoirs to ensure safety for downstream areas and safety of works; proactively prepare to promptly drain water when flooding occurs.
4. The Departments of Agriculture and Rural Development, Transport, Industry and Trade, Nghe An Electricity and related departments and branches, according to their functions and tasks, focus on overcoming traffic congestion; ensure electricity for production and daily life; and direct timely pumping and drainage.
5. The Provincial Military Command and the Provincial Border Guard Command continue to mobilize forces to focus on searching for, rescuing, and saving the ship VTB 26 in distress at sea; at the same time, maintain forces ready to rescue when requested.
6. The North Central Hydrometeorological Station closely monitors the weather and post-storm floods, and provides timely information for people to know and take precautions.
7. Provincial Radio and Television Station, Nghe An Newspaper and mass media actively promote the overcoming of consequences of storms and floods.
8. Members of the PCTT-TKCN Command Committee, according to assigned tasks, go to the areas to direct the overcoming of consequences of storms and floods.
9. Organize to draw experience from the direction of response to storm No. 2 to better serve the tasks of flood and storm prevention - search and rescue in the coming time.
10. Be on duty 24/7, regularly report the results of overcoming damage caused by rain and floods to the Provincial People's Committee through the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue for timely handling./.
