A series of administrative procedures that cause trouble for people will be abolished.
Government Resolution 58, which took effect on July 4, will help eliminate a series of administrative procedures that cause inconvenience to people. However, we still have to wait for the National Population Database.
Do not require people to present many documents
In the field of civil status, the Government has abolished the procedure for issuing a certificate of marital status. When registering the birth of a child, the child's parents do not need to present a marriage certificate (in case the child's father and mother are married).
For marriage registration procedures, marriage registration with foreign elements will remove the requirement to submit a certificate of marital status and a copy of the divorce record (for Vietnamese citizens).
The government also removed the requirement to submit copies and present documents proving residence.

According to the form issued by the Ministry of Justice, citizens must provide dozens of pieces of information. Now, the Government requires a reduction in information, people only need to provide their full name, citizen identification number, and current residence. For the remaining 12 pieces of personal information, state agencies are not required to ask citizens to provide them but must exploit them themselves on the national population database.
In the field of nationality, the procedure for notification of foreign nationality will be eliminated.
For those applying to renounce Vietnamese nationality who are residing in the country, it is not required to submit documents such as a copy of the birth certificate, Vietnamese passport or documents proving Vietnamese nationality.
When requesting a certificate of Vietnamese origin, it is not necessary to present documents proving previous Vietnamese nationality.
In the field of State compensation, if the victim dies and the heir submits a compensation request, the requester only has to submit a citizen identification card without having to submit a series of documents proving the inheritance relationship as is currently the case.
The person requesting certification is also not required to submit a copy of identification documents.
Depends on national database
Speaking to Tuoi Tre, an official from the Department of Civil Status, Ministry of Justice said that Resolution 58 will take effect from July 4. However, the abolition of the above administrative procedures will depend on the completion of the National Population Database. This database is currently being built by the Ministry of Public Security.
“When the National Population Database is put into operation, the Ministry of Justice, with its assigned authority, will simplify administrative procedures and citizen documents approved in this Resolution. The National Population Database will have full information of citizens without citizens having to present too many types of documents as at present,” said this official.
