Voters in 'three-sided river commune' worry about sand mining causing landslides

(Baonghean.vn) - That is the recommendation of voters of Luu Son commune, Do Luong district to the provincial People's Council delegates during the meeting with voters on the morning of June 15.

On the morning of June 15, delegates of the Provincial People's Council, including Mr. Hoang Viet Duong - Vice Chairman of the Provincial People's Council; Mr. Le Dinh Ly - Deputy Director of the Department of Home Affairs, had a meeting with voters of Da Son, Luu Son, Trung Son, Thuan Son communes (Do Luong district).

At the meeting with voters, Vice Chairman of the Provincial People's Council Hoang Viet Duong reported on the socio-economic situation, national defense and security in the province in the first 6 months of 2017; expected program and content of the 4th session of the Provincial People's Council, term XVII, 2016 - 2021.

Next, 21 voters reflected, wondered and proposed many issues under the authority of provincial, district and communal levels.

Voter Tran Huu Vinh (Luu Son commune) raised concerns, why was the sand mining license for Luu Cat Thanh enterprise initially granted for 7.2 hectares, but after consulting with the people and they disagreed, it was reduced to 4.6 hectares to "evade" and ignore the regulations of the Provincial People's Committee on consulting with the people for mining enterprises?

And now, within the previously reduced area of ​​Luu Cat Thanh enterprise, although the people do not agree, the license is now granted to Hung Dung enterprise. Mr. Tran Huu Vinh also added that currently, Luu Son commune is bordered by the river on 3 sides, the soil structure has about 10m of hard soil on the surface, and the lower layer is sand, if too many enterprises are granted to exploit in the area, the risk of landslides is very high. The province is requested to check and clarify this issue.

Voter Nguyen Tan Long, Hamlet 7, Da Son Commune, is concerned that under the same regime, those who receive Certificates of Merit from all levels are currently receiving a bonus of 1,250,000 VND; while those who are awarded the Order and Medal of Glorious Soldier signed by the President still do not have a bonus. And among those awarded the Order and Medal, some have received a bonus of 500,000 VND, but the majority have not yet received it.

Expressing agreement with the policy of building new rural areas, however, voter Chu Dinh Son, hamlet 1, Da Son commune, said that the State has not yet made specific calculations about resources for implementation but is imposing.

For example, hamlet 1, Da Son commune has a total of about 400 people, from children to the elderly; people's lives mainly depend on only 7 meters of rice fields/household; meanwhile, to build new rural areas, people contribute from building roads, ditches, schools; for roads alone, the average contribution is 1.5 million VND/person.

Currently, the hamlet's cultural house has degraded and cannot ensure the daily life of the people; it is recommended that the province should have a support policy for areas with difficult economic conditions.

Mr. Tran Van Luyen, Hamlet 7, Da Son Commune, suggested that the State should invest in human resources and necessary means to strengthen food hygiene and safety control. Currently, at all levels, especially at the grassroots level, food hygiene and safety quality inspection and testing is mainly based on senses.

It is necessary to pay attention to solving the shortcomings in ensuring the rights of health insurance participants, that is, not limiting the number of treatment days when the disease is cured and having the right to transfer to a higher level when needed; only then can we encourage people to actively participate in health insurance.

Many issues related to the responsibility of medical staff towards patients; concerns about school safety; the operation of oversized and overloaded vehicles; low benefits for grassroots cadres; benefits for policy beneficiaries; awareness and responsibility of grassroots cadres in resolving and handling people's affairs; land management, etc., were also mentioned and reflected by voters.

At the end of the voters' opinions, Vice Chairman of the Provincial People's Council - Hoang Viet Duong directly explained many issues, and at the same time received and reflected them to relevant levels and sectors for handling. Regarding the issue of voters' petitions on granting sand mining licenses in Luu Son commune, the Vice Chairman of the Provincial People's Council affirmed that the Provincial People's Council will be responsible for requesting the Department of Natural Resources and Environment to conduct an inspection and advise the Provincial People's Committee to direct the handling.

Regarding voters' recommendations and reflections on the low salary regime for some positions at the commune and hamlet levels, Mr. Hoang Viet Duong shared that Nghe An is currently a difficult locality, with the province's budget revenue reaching 11,000 billion VND, while expenditure is 22,000 billion VND; the central budget must compensate 11,000 billion VND.

In the context of limited budget, to make a policy, to raise the regime for a certain position requires research, based on financial resources to ensure; if only raising for one position about 50,000 VND, the whole province will have to spend hundreds of billions of VND. However, the opinions of voters will be continued to be studied by the Provincial People's Council to build policies in the coming time.

Explaining voters' opinions on ensuring policies for policy beneficiaries, the Vice Chairman of the Provincial People's Council requested that Party committees, authorities, the Fatherland Front and mass organizations at the commune level need to pay special attention to and ensure the best policies for people with revolutionary contributions and vulnerable groups in society.

Comrade Hoang Viet Duong also suggested that grassroots cadres should be closer to the people and have a higher responsibility in resolving emerging issues and legitimate aspirations of the people; after all, no one can replace the local Party committees, authorities, Fatherland Front, organizations and people in resolving issues in the area.
