Moreover, there are many poor households who have to work hard to earn a living, so 5,000 VND or 10,000 VND is an amount of money that they can hardly earn. For example, the Ward People's Committee's collection of environmental sanitation fees from business households is unreasonable and not drastic.

Although they are all business kiosks, many households are still slow to pay sanitation fees, but the authorities still have no decisive measures to deal with them. In addition, this year the environmental sanitation fee has increased too much, causing difficulties for us people. We request that the authorities have a roadmap to increase it in a more reasonable time. And the important thing is that after increasing the environmental sanitation fee, we must show people the effectiveness of maintaining environmental sanitation more clearly, then we will be happy to contribute.

As far as I know, there are only two types of funds, the flood and storm prevention fund and the national defense security fund, that are mandatory. However, every year, people have to contribute to many types of voluntary mobilization funds such as: gratitude fund, child protection fund, poverty reduction fund, charity fund, education promotion fund, elderly care fund, fund for the poor, drug prevention fund, etc.

The issue worth mentioning is the voluntary contribution, which is only for mobilization purposes but almost every household has to pay, so we people do not know the difference between compulsory and voluntary contributions. Especially in the process of building new rural areas, people have to contribute a lot of funds and infrastructure investment fees, so they encounter many difficulties.

Furthermore, the funds are in the form of voluntary mobilization, but the locality has regulations on the collection and payment of funds set by the locality, and households that do not comply or do not pay in full are made to have difficulties when requesting confirmation of documents, making people very upset.

In my opinion, fund collection, especially funds for the poor, children, the elderly, etc., is necessary to help people in difficult circumstances. Therefore, if fund collection is done transparently, publicly, and used for the right purposes and the right subjects, it will receive support and "voluntariness" from the people.
