Many provinces propose that secretaries and chairmen have guards.
The Chairman of the National Defense and Security Committee said that after the incident in a province, many places proposed that the Secretary and Chairman of the province be protected.
This afternoon, the National Assembly discussed in the hall the draft Law on Guards, in which there were many controversial opinions surrounding the regulations on subjects to be guarded (special protection).
The draft stipulates that the subjects of protection are those holding high-ranking positions and titles of the Party, State and the Central Committee of the Vietnam Fatherland Front, including: General Secretary, President, Chairman of the National Assembly, Prime Minister, former General Secretary, former President, former Chairman of the National Assembly, former Prime Minister; Politburo members; Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister.
Delegate Trinh Ngoc Thuy (HCMC) proposed adding the Chief Justice of the Supreme People's Court to the list of subjects to be guarded because the court is an agency that protects citizens, so the Chief Justice has a very important position.

The Chief Justice of the Supreme People's Court was also one of four people who took the oath before the National Assembly and the people of the whole country during the first session of the 14th National Assembly.
Deputy Tran Hong Ha (Vinh Phuc) also agreed with the addition of this position. He said that this is a position elected by the National Assembly, exercising judicial power, protecting human rights and civil rights.
Conveying the thoughts of many court officials, Deputy Luu Binh Nhuong (Ben Tre) shared: “Some court officials called me with great concern, because even though they have been cared for, they still feel disadvantaged, because the Chief Justice of the Supreme People's Court is the highest leader of the agency implementing judicial power but is not specified in the bodyguard category.”
Accordingly, he agreed to include the Chief Justice of the Supreme People's Court in the security category, which is in accordance with the provisions of the Constitution, the Party's regulations, the Law on the Organization of the National Assembly and the Law on the Organization of the People's Court. This also demonstrates the concern of the Party and the State.
Citing the serious incident in one province and another province having to report to the Government about the safety and security of provincial leaders, Deputy Do Van Binh (Hai Phong) suggested that in addition to the subjects listed in the draft, more research and additions are needed.
Specifically, if necessary, some key leaders of ministries, branches, localities, provinces and centrally-run cities can be added to apply some security measures for a certain period of time to ensure absolute safety.

Explaining further, Chairman of the National Defense and Security Committee Vo Trong Viet said that regarding the security guards, the drafting and reviewing agencies had organized many seminars. Many opinions suggested that the law should be kept as it is.
He analyzed that if we want to increase the number of security guards, we should not only increase the number of Chief Justices of the Supreme People's Court, but also the State Auditor General who encounters many interest groups when fighting corruption and negativity, and the Chief Justice of the Supreme People's Procuracy, the Minister of Foreign Affairs, the Minister of Public Security, the Minister of National Defense... should also be a security guard.
"Even after an incident happened in a province, many provinces proposed that the provincial party secretary and chairman be the subject of security," said the Chairman of the National Defense and Security Committee.
In conclusion, Mr. Viet affirmed that the 18 subjects to be protected as in the draft law are suitable to reality, so he requested to keep it as in the draft.
It is expected that on June 20, the National Assembly will vote to pass this bill.
