The Ministry of Public Security's online portal reported that Trinh Xuan Thanh has surrendered.

On July 31, 2017, Trinh Xuan Thanh, born on February 13, 1966, registered permanent residence at: House 24 - C2 Ciputra, Tay Ho, Hanoi; currently a wanted suspect according to Decision No. 20/C46-P12 dated September 19, 2016 of the Investigation Police Agency - Ministry of Public Security, surrendered to the Criminal Investigation Duty Officer of the Security Investigation Agency - Ministry of Public Security.
The Security Investigation Agency - Ministry of Public Security has completed the procedures for receiving the offender who surrendered in accordance with the law.
Previously, on September 15, 2016, the Investigation Police Agency of the Ministry of Public Security issued Decision No. 51/C46 (P12) to initiate a criminal case: Deliberately violating State regulations on economic management causing serious consequences under Article 165 of the Penal Code, which occurred at the Vietnam Oil and Gas Construction Joint Stock Corporation.
On September 16, 2016, the Investigation Police Department of the Ministry of Public Security issued Decision No. 363/C46(P12) to prosecute Trinh Xuan Thanh, former Chairman of the Board of Directors of Vietnam Petroleum Construction Joint Stock Company and former Vice Chairman of the People's Committee of Hau Giang province, for intentionally violating state regulations on economic management causing serious consequences, under Article 165 of the Penal Code. Simultaneously, an arrest warrant and a search warrant were issued for Trinh Xuan Thanh.
Because Trinh Xuan Thanh had fled, on September 16, 2016, the Investigation Police Department of the Ministry of Public Security issued Decision No. 19/C46-P12 to issue a nationwide and international arrest warrant for Trinh Xuan Thanh.
* Regarding the case, on February 16th, the Investigation Police Department (C46) of the Ministry of Public Security sent document No. 397/C46-P12 to the Government's Electronic Information Portal concerning the expanded investigation of the Trinh Xuan Thanh case.
The Investigation Police Department (C46) of the Ministry of Public Security is urgently conducting an expanded investigation into the criminal case of: Deliberately violating State regulations on economic management causing serious consequences and embezzlement of assets occurring at the Vietnam Petroleum Construction Joint Stock Corporation (PVC Corporation).
On February 15th, the Investigation Police Department of the Ministry of Public Security issued a decision to prosecute 5 defendants, arrest and detain 4 defendants, and prohibit 1 defendant from leaving their place of residence, including:
1. Luong Van Hoa, born in 1980, former Director of the Vung Ang-Quang Trach Project Management Board, PVC Corporation.
2. Le Xuan Khanh, born in 1976, Head of the General Economic Department of the Vung Ang-Quang Trach Project Management Board, PVC Corporation.
3. Nguyen Ly Hai, born in 1964, former Head of the Technical Department of the Vung Ang-Quang Trach Project Management Board, PVC Corporation (currently an employee of the Construction Technical Department of the Thai Binh 2 Thermal Power Plant Project Management Board).
4. Nguyen Thanh Quynh, born in 1973, Director of the Technology and Engineering Department, Central Region Corporation.
5. Le Thi Anh Hoa, born in 1979, Director of Quynh Hoa One-Member Limited Liability Company (Prohibited from leaving her place of residence).
The defendants were charged with embezzlement of property, under Article 278 of the Penal Code.
Continuing the expanded investigation into the case, on March 31, the Police Investigation Agency of the Ministry of Public Security issued a decision to prosecute and temporarily detain two more individuals: Do Van Hong, born in 1967, former Chairman of the Board of Directors and General Director of PVC-KB Company; and Nguyen Manh Tien, born in 1966, former Deputy General Director of PVC Corporation.
The defendants were charged with "Intentionally violating State regulations on economic management causing serious consequences (accomplice)" as stipulated in Article 165 of the Penal Code.
