On July 3, Mr. Nguyen Van Nam - Deputy Chief of the People's Procuracy of Can Loc District (Ha Tinh) said that the same morning, a person called the District Procuracy Office and identified himself as Luu Van Chau - the person whose name was on the emergency arrest warrant of the Can Loc District Police. This person confirmed that the container truck driver who threw the traffic police officer away was named Phan Dinh Hung.

Immediately after receiving the above information, the authorities organized to take the driver's statement and determine his background.

"When there is documentation verifying that this driver is Luu Van Chau or Phan Dinh Hung, the prosecution agency can ask for the opinion of superiors to change the decision to make an emergency arrest," said Mr. Nam.

Regarding the incident, on the evening of July 3, Colonel Tran Sinh To - Head of Can Loc District Police said that the investigation agency had only initiated a criminal case to investigate the crime of Resisting a Person on Official Duty, but had not yet prosecuted the accused.

“Upon receiving the information, we immediately sent officers to verify. Fortunately, we have only initiated a criminal case, and have not yet decided to prosecute the accused. Officers have been sent to Binh Dinh and Hanoi to verify the background of the offending driver,” said Colonel To.

Referring to the incident, Lieutenant Colonel Pham Tai - Deputy Chief of Can Loc District Police (the person who signed the decision to temporarily detain and the emergency arrest warrant for the driver) said that the information error in the emergency arrest warrant was not serious. He said that the error in arresting people was dangerous.

Previously, on the afternoon of June 30, a Ha Tinh traffic police patrol team discovered a container truck with a Binh Dinh license plate violating the speed limit while driving on National Highway 1A in the South-North direction, passing through Vuong Loc commune, Can Loc district (Ha Tinh). The patrol team asked the driver to stop the vehicle and check the documents.

At this time, the driver fled, causing the car to collide with Lieutenant Nguyen Anh Duc and Lieutenant Le Ho Viet Anh. The collision caused Lieutenant Viet Anh to be thrown out, suffering minor injuries. Meanwhile, Lieutenant Duc clung to the rearview mirror in front of the car.

The car had gone about 300 meters when the driver swerved, causing Lieutenant Duc to fall onto the road and hit his head on the median strip. The victim was hospitalized in serious condition.
