The WHA Hemaraj 1 Industrial Park Investment Project - Nghe An is being implemented in its first phase with the industrial park sub-project requiring the acquisition of a total land area of ​​143.49 hectares in the two communes of Nghi Long and Nghi Thuan (Nghi Loc). To carry out the site clearance for this important project, on July 26, 2017, the Nghi Loc District Compensation and Site Clearance Council (HDBTGPMB) issued an implementation plan.

Accordingly, up to now, Nghi Loc district has organized the announcement of the project planning, reviewed the entire origin of all agricultural land plots, and reviewed the affected population. Of which, the area within the scope of the project in Nghi Long commune is 54.83 hectares, including: agricultural land area of ​​50.1 hectares, the rest is irrigation land with 561 households in 10 hamlets affected.

Nghi Thuan commune was affected 88.66 hectares including: 82.2 hectares of agricultural land, the rest is traffic and irrigation land with 653 households in 11 hamlets having affected land.

In order to inform people about the compensation and support policies for affected people in Nghi Long and Nghi Thuan communes, the Nghi Loc District Land Acquisition and Compensation Council held 3 dissemination meetings from August 5 to August 10. Nghi Loc District People's Committee issued a Notice of land acquisition and submitted land prices as a basis for preparing documents.

On August 10, most of the people attending the meeting agreed with the implementation of this extremely important project to create conditions to attract secondary investment projects, contributing to the socio-economic development of not only the locality but also the province.

However, affected people also expressed concerns about a number of issues related to compensation and support policies for site clearance such as compensation prices, support, environment, support for land areas outside the planning but small and not meeting production needs...

Mr. Nguyen Hong Chung - hamlet chief, hamlet 10, Nghi Thuan commune, suggested how to solve the problem of job creation for people in factories in the industrial park when completed because people's lives depend on agriculture, so when the land is recovered, they are worried about their long-term life.

Mr. Phung Ngoc Tu - Deputy Director of Nghi Loc District Construction Investment Project Management Board, Head of the Project Compensation, Support and Resettlement Consulting Team, on behalf of the working group, answered each question that affected people still had.

In which, it is affirmed that all compensation and support regimes are clearly stipulated in State documents; for areas outside the planning larger than 100m2, which are not subject to recovery but do not ensure production, comrade Tu said that he would accept, inspect the field and make recommendations to superiors.

In particular, for about 40 affected households of Nghi Thuan commune who have not agreed with the measured area as the basis for preparing the BTGPMB dossier, Mr. Tu affirmed: The unit conducting the measurement coordinated with the commune cadastral officers and the consulting team officers to conduct field inspections to consider the specifics and hoped that the people would coordinate with the field inspections to provide specific answers.

Focus on propaganda and mobilization

Nghi Loc is a key locality in attracting investment in the province; therefore, the work of compensation and support for site clearance is always taken very seriously and implemented methodically by this locality.

The district has established a Steering Group on general site clearance for key projects and works, consisting of 16 members, headed by comrade Le Van Dung - Deputy Secretary of the District Party Committee, and the Head of the District Party Committee's Mass Mobilization Committee and two Vice Chairmen of the District People's Committee as deputy heads.

Members are leaders of the Propaganda Department, President of the Farmers' Association, Women's Association, District Youth Union, Department of Natural Resources and Environment; Department of Economy - Infrastructure, Police, and Military of the district.

The steering group for site clearance in Nghi Loc district is divided into two groups: one group to carry out technical issues on measurement, inventory, policies, compensation regimes, and support for affected subjects, headed by a Vice Chairman of the District People's Committee; the other group to carry out mobilization and propaganda, headed by the Head of the District Party Committee's Mass Mobilization Committee.

When there are projects, the steering group builds plans for members, and at the same time directs two groups to build specific plans and roadmaps to mobilize the implementation of the above projects, assigning members with functions and tasks.

Regarding the industrial park sub-project of the WHA Hemaraj 1 Industrial Park Investment Project - Nghe An, Comrade Ho Nam - Head of the Propaganda Department of Nghi Loc District Party Committee, a member of the steering delegation, said: Propaganda work was implemented from the beginning with many methods.

In particular, at the conference, the reporter announced the project planning of Hemaraj, especially in the two communes directly involved in the project, reported to the Party Committee, Executive Committee, Standing Committee, government, and people about the planning and progress to create consensus and trust in the feasibility of the project.

The relevant communes are also assigned to coordinate and carry out specific propaganda to the people. “We regularly urge the Party Committees of the communes to direct propaganda work at the grassroots level. In the documents assigning tasks, we always assign responsibility to the district working groups, the technical group must also propagate; and the propaganda group must not only state the general policy but must also mobilize and propagate closely to the people” - Comrade Ho Nam added.

Comrade Le Van Dung - Deputy Secretary of the District Party Committee, Head of the Delegation directing the general site clearance work for key projects and works in Nghi Loc district concluded: Through major projects that have cleared the site such as Nghi Thiet Cement Grinding Station, Vissai seaport, N5 and D4 roads... experience has shown that the entire political system from district to commune level must participate.

In the counting and recording, it is necessary to be complete, specific, accurate and transparent; at the same time, it is necessary to do a good job of propaganda and mobilization with the affected people to unify their thoughts in order to create consensus.
