Ms. Tran Truong Manh Hoai was born in 1986; graduated from the Faculty of Literature, University of Social Sciences and Humanities with a good degree in 2009. In 2011, Ms. Hoai was appointed Deputy Head of Tuy Duc Department of Education and Training, and four years later, Ms. Hoai was appointed Head of the Department of Education and Training. At the end of 2016, Tuy Duc District Party Committee transferred her to work as Secretary of Tuy Duc District Youth Union.

Ms. Hoai is the biological daughter of Mr. Tran Dinh Manh - when Ms. Hoai was working at the Tuy Duc Department of Education and Training, Mr. Manh was the chairman, then the secretary of the Tuy Duc District Party Committee (currently the deputy director of the Department of Science and Technology of Dak Nong province).

According to her personnel records, three months before receiving her university degree (October 2009), Ms. Hoai signed a contract with the Tuy Duc District Department of Internal Affairs. After a while, she was sent to study for a master's degree. In October 2010, Ms. Hoai was officially accepted to work at the Department of Internal Affairs.

Studying for a master's degree in Ho Chi Minh City, she had never taught a day in class, but only one year after officially starting work, in July 2011, Ms. Hoai was appointed by the Tuy Duc District People's Committee to hold the position of Deputy Head of the District Education and Training Department.

In April 2012, Ms. Hoai received a master's degree in Foreign Literature from the University of Social Sciences and Humanities, and returned to Tuy Duc district. In March 2015, Ms. Hoai was appointed as acting head of the department and only four months later was officially given the position of head of the district's Department of Education and Training.

In September 2016, when she was a member of the district party committee, the Standing Committee of Tuy Duc district party committee decided to transfer Ms. Hoai to become secretary of the district youth union.

The person appointed to replace Ms. Hoai as head of the department is Mr. Nguyen Xuan Dan. While Mr. Dan was the head of the department, the Tuy Duc District People's Committee suddenly decided to transfer Mr. Dan to the position of director of the Tuy Duc District Political Training Center so that Ms. Hoai could take over.

"In the planning, do the full process"

On the morning of July 4, answering Tuoi Tre reporter about his work process and promotion showing signs of favoritism, Mr. Tran Dinh Manh - Deputy Director of the Department of Science and Technology of Dak Nong province - said: "I did not interfere in my daughter's appointment at all, my daughter's decisions were not signed by me, the appointment process was completed completely."

Ms. Tran Truong Manh Hoai also affirmed that her appointment and promotion did not have the support of her father - Mr. Tran Dinh Manh.

Ms. Hoai said that it is true that since graduating, she has never taught a class, but at the time of her appointment as deputy head of the education department until recently, the appointment did not require the standard of "experience in the working position".

Regarding her appointment while studying for her master's degree, Ms. Hoai explained that although her master's degree lasted two years, she only focused on the first six months, the rest of the time was spent working and defending her thesis.

Regarding the reason for being hired three months early (July 2009) while graduating in October 2009, Ms. Hoai said that although her degree was obtained in October, three months before that she had a temporary graduation certificate, which was of equivalent validity, to apply for a job. She had the certificate earlier because she did not take the graduation exam but defended her thesis.

Both Ms. Hoai and her father - Mr. Tran Dinh Manh - confirmed to Tuoi Tre reporter: Ms. Hoai's appointment as a leader at the Department of Education and Training was in the planning of Tuy Duc district from before.

Mr. Nguyen Xuan Dan, currently the head of the Tuy Duc District Education and Training Department - who was transferred to the Tuy Duc Political Training Center in March 2015 and was replaced by Ms. Hoai, said: "In March 2015, when I was returning to my hometown to mourn my mother, I was still the head of the department at that time. When I returned, I saw that the department had sent a decision appointing Ms. Hoai as acting head of the department, and I would go to work as director at the district's Political Training Center."

Regarding the information that Tuy Duc district decided to transfer Mr. Dan away, allowing Ms. Hoai to replace the leader of the Department of Education and Training while Mr. Dan was mourning his mother, Mr. Tran Dinh Manh and Ms. Tran Truong Manh Hoai said that this was absolutely not the case.

Regarding the unusually rapid appointment and promotion of Ms. Tran Truong Manh Hoai, Mr. K'Bot - Secretary of Tuy Duc District Party Committee - affirmed that there was indeed favoritism from Mr. Tran Dinh Manh.

“Ms. Hoai is a young cadre, initially her name was not in the planning, but later she was included in the planning to add two positions including Head of the Department of Internal Affairs and Head of the Department of Education and Training. When carrying out the procedures to appoint Ms. Hoai, the members of the district executive committee talked back and forth. Many people said that Ms. Hoai was still young, so she should join the Youth Union to gain more training and experience in management, while at the Department of Education and Training, Ms. Hoai had never taught a day, so she could not lead thousands of teachers in the education sector.

But Mr. Manh still decided to let Ms. Hoai become the head of the department" - Mr. K'Bot said and confirmed that when he became Secretary of Tuy Duc District Party Committee, he persuaded Mr. Nguyen Xuan Dan to return to the position of Head of the district's Department of Education and Training.
