Attending the discussion at group 8 were delegates of the Provincial People's Council in the constituencies of Quynh Luu and Nghi Loc districts; leaders of the Department of Home Affairs, Department of Justice, Provincial Tax Department, Provincial State Treasury, Provincial Religious Committee, Nghe Tinh Regional National Reserve Department, Provincial Veterans Association, Nghe An Development Bank Branch; representatives of the Standing Committee of the People's Council, Chairmen of the People's Committees of Quynh Luu and Nghi Loc districts. |
Mr. Hoang Danh Lai - Chairman of the People's Committee of Quynh Luu district said that the province needs to have a support mechanism for the core team in the religious areas and budget support to ensure security and order in the religious areas.
“In Quynh Luu, the number of Catholics is quite large, the district also pays special attention to the issue of ensuring security and order and socio-economic development for Catholics. The working team of key cadres in the Catholic region is also unique. I think the province should have a mechanism to support this team more, and at the same time increase the budget to support the locality to ensure more efficiency,” said Mr. Lai.

Regarding the issue of new rural construction, Mr. Hoang Danh Lai raised the current problem of the widespread arrears in new rural areas, with some places having quite large debts; does the province have any solutions to overcome this situation?
The Chairman of the People's Committee of Quynh Luu district also said that the province currently has only 3 communes included in the planning for new model rural areas, including Quynh Doi commune (Quynh Luu district). However, the province has not yet had a specific policy mechanism for these 3 communes, so the locality has difficulty in completing the goal.

Mr. Nguyen Nhu Khoi - Director of Nghe An Radio and Television Station (a delegate of Quynh Luu district) mentioned the issue of agricultural product consumption. Currently, the output for products is still difficult, causing farmers to struggle in production; therefore, the province needs to come up with specific solutions to guide the people.
Another issue raised by delegate Nguyen Nhu Khoi is that illegal mineral exploitation is occurring frequently, causing many consequences for the locality.

Delegate To Van Thu (Quynh Luu district delegate) said that in practice, many voters' petitions have not been resolved, leading to the situation that people mention them at every voter meeting. Mr. Thu gave an example of weak electricity and overloaded electricity in some localities, people have petitioned many times but have not been resolved.
Expressing concerns about ensuring food hygiene and safety, delegate Dinh Thi An Phong - President of the Women's Union of Phuc Tho commune (delegate of Nghi Loc district) requested that functional agencies report specifically and in detail on handling and punishing establishments that violate food safety regulations, and be determined to push back this problem.

At the conference, many delegates mentioned a number of other issues of concern such as the situation of re-encroachment on traffic safety corridors; many unfinished infrastructure investment projects with slow progress; poverty reduction support programs that have not really brought about effectiveness; many commune and district-level roads that have seriously degraded but have not been repaired in a timely manner, etc. Representatives of relevant departments and branches also gave explanations on the issues raised.
Concluding the group discussion, delegate Nguyen Tu Phuong - Member of the Provincial Party Committee, Chairman of the Provincial Labor Federation, Head of Group 8 acknowledged the opinions of the delegates and promised to summarize and submit to the Provincial People's Council at the next meeting./.
