Wanted in Nghe An, went to Lam Dong to commit child rape

(Baonghean.vn) – While on the run from the police, Tran Dinh Ai fled to Lam Dong province to make a living by doing various jobs in the hope of concealing his identity. But once again, he fell into trouble with the law for committing the crime of raping a child.

At the end of June 2017, the working group of Team 4, Criminal Investigation Department (PC52), Provincial Police had a working trip to the Southern and Central Highlands provinces to arrest and bring back fugitives who had been on the run for many years. Among the 4 subjects arrested and brought back to justice by the working group this time, Tran Dinh Ai received the most attention.

Tran Dinh Ai is a particularly serious wanted person. From the day Ai was wanted by the Criminal Investigation Department of the Ministry of National Defense until his arrest was exactly 26 years.

Tran Dinh Ai (born 1969), from Kim Lien commune, Nam Dan district. In March 1989, Ai enlisted in the Ky Phu Warehouse unit, Company 55, Technical Department, 1st Corps with the rank of private first class, position of soldier. From February 1991 to the end of March 1991, Tran Dinh Ai broke into the unit's armory 4 times to take away 2kg of TNT explosives, 3 boxes of 12.7mm ammunition to sell.

Ai's actions were discovered and he was arrested. In June 1991, the Criminal Investigation Department of the Ministry of National Defense issued a decision to prosecute Tran Dinh Ai for the crime of illegally appropriating and trading military weapons. After being arrested and detained at Detention Camp 984 - Army Corps 1, Ai escaped from detention twice.

After the process of capturing the subject failed, in June 2017, the Criminal Investigation Department of the Ministry of National Defense sent an official dispatch to PC52 of Nghe An Provincial Police requesting coordination to set up a project to organize forces to capture the subject.

Considering that this is a particularly serious criminal, with over 26 years on the run, PC52 has established Project 917T to verify and arrest him. After a period of verification, the wanted police agency has information that Ai has lived in Lam Dong for a while. A working group quickly went to Lam Dong to verify and learned that Ai is currently not here and may have gone to live in the southern provinces.

According to information from the local police, in 1994, Ai went to Lam Dong and registered permanent residence with her real name. However, in real life, Ai used another name. During her time in Lam Dong, Ai worked many jobs to earn a living and had the conditions to hide from the authorities.

In 1994, Tran Dinh Ai committed child rape and was later sentenced to 20 years in prison by the Lam Dong Provincial People's Court. During the rehabilitation process, Ai had many good results in labor and training, so only 16 years later, he was granted amnesty by the President and released from prison early.

“Although Ai committed the crime of raping a child, because the police only verified the subject's identity in the area, they could not detect that he was a wanted fugitive,” said Captain Phan Minh Loc, Team Leader of Team 4, PC52.

After being released from prison, Ai did not stay in Lam Dong anymore but moved to Ba Ria Vung Tau province. In 2010, Ai returned to live as husband and wife with a woman 13 years younger than him, and later gave birth to a child. Ai's wife did not know that the man she was living with had a criminal past and had been wanted for more than 20 years.

After a long process of searching and verifying, at the end of June 2017, the source of the detective reported that a subject with many similar characteristics to the subject that the police were looking for was discovered. Using professional measures, the detectives continued to verify and finally had a basis to confirm that the man was Tran Dinh Ai.

On June 27, a working group of Team 4, PC52 raided a private house in Ward 10, Vung Tau City, Ba Ria - Vung Tau Province, arresting Ai, much to the surprise of the subject. When a detective called his name, the subject immediately bowed his head and admitted that he was Tran Dinh Ai, a fugitive who had been on the run for 26 years.

After arresting Ai, the Working Group handed over the subject to the Criminal Investigation Department of the Ministry of National Defense for further investigation and handling according to authority.
