Why are 500 households in Vinh train station apartment complex waiting for red book?

(Baonghean.vn) - Hundreds of households living in Vinh station apartment complex have petitioned for land use right certificates (red books) but have not received them yet.

The Vinh Railway Station housing complex has hundreds of households living there. It was built in 1978 and in 1993, the land was valued and the assets on the land were sold to the people.

However, since then, the residents here have not been able to rebuild and repair their houses, even though these apartment buildings are nearly 40 years old, seriously degraded, the access to the apartment buildings is difficult and there is no drainage... The reason is because the residents here have not been granted land use right certificates.

Mr. Luu Van Ky, a resident of the apartment complex here, said: Everyone in this apartment complex wants to have a red book to rebuild a solid house, but until now they still haven't had one.

Before the Provincial People's Council meeting, Vinh city voters requested Nghe An Provincial People's Committee to consider creating conditions for households to be granted land use right certificates.

Through inspection by Vinh city, it was found that 500 households and individuals in Vinh Ga collective housing area are using land located in Vinh Ga planning area, this land is managed and used by Vietnam Railway Corporation. Every year, the above households and individuals are still paying land rent to Vinh Ga Railway Transport Company.

Previously, in 2012, the Provincial People's Committee issued Official Dispatch No. 8982/UBND - DTXD stating: According to JICA's research, Vinh Station is included in the plan to upgrade to a high-speed railway station system, so the level of impact when building a station in this area has not been determined and the Vinh Station area has not been planned.

The Provincial People's Committee has requested the Vietnam Railways Corporation to develop a detailed master plan for the Vinh Station area based on coordination with the JICA Study Team to clearly define land use structures and functional zoning as a basis for implementing the next steps, including clearly defining: Vinh Station area, agencies, units, Square area, trees, parking lots, etc. After being approved by competent authorities, it is necessary to develop a plan to transfer to the locality the collective housing areas not affected by the Vinh Station planning, and a resettlement plan (if any).

While waiting for the planning of Vinh Station area to be established and approved, the Provincial People's Committee allows Vinh City People's Committee to temporarily allow households living in the collective housing area to repair their houses to prepare for storms and floods, but they are not allowed to upgrade, expand or add to them.
