Ministry of Education and Training: Continue to apply the VNEN model

The Ministry of Education and Training has just issued a document requesting the Departments of Education and Training to review and ensure the conditions for implementing the new school model (VNEN). Based on these results, the Departments of Education and Training and schools will develop a plan to continue applying VNEN.

In this document, the Ministry of Education and Training stated that some schools in the past have not had a correct understanding of the new school model (considering this model as a new educational program), have not prepared the necessary conditions, including the teaching staff, leading to mechanical and stereotyped implementation, organizing students' learning activities in a formal and ineffective manner.

A number of students do not achieve the desired learning results and have not yet gained the consensus of their parents, causing resentment in society.

To effectively implement the teaching method focusing on student learning activities according to the above model, the Ministry of Education and Training requires the Departments of Education and Training to direct the Departments of Education and Training, primary and secondary schools to review and evaluate the implementation of the new school model in the locality.

This review is based on the minimum conditions for implementation such as teachers meeting the training level and professional standards according to the regulations of each level of education, having the skills to design lessons and organize student learning activities according to active teaching methods; managers clearly understand and master the teaching methods according to the new school model, have specialized staff to monitor and supervise the implementation and be responsible for the results of implementing the new teaching methods; managers and teachers must be trained in the teaching methods according to the new school model at a satisfactory level or higher; schools must closely coordinate with the community and parents on the basis of voluntariness and consensus.

The implementation locations must ensure adequate facilities, ensure the number of students according to regulations, and have enough books and teaching materials.

The Ministry of Education and Training requires the Departments of Education and Training to base on the review results to direct the Departments of Education and Training and schools to develop plans to continue applying the new school model in the 2017-2018 school year and the following years; be responsible for the quality and effectiveness of the model implementation, ensuring the goal of developing students' capacity and qualities on the principle of ensuring that knowledge and skills standards are met according to the current general education program.

Based on regulations of the Ministry of Education and Training, the Departments of Education and Training must provide specific instructions on the application of the new school model in the locality, clearly define the responsibilities of each level of education management and schools, and prescribe inspection and evaluation of the implementation process.

In addition, the Ministry of Education and Training also requires the Departments of Education and Training to organize training for teachers, managers, supervisors and consultants to provide timely support if schools encounter difficulties, and to increase propaganda so that parents can clearly understand the nature and benefits of this model.

The implementation plan and list of schools implementing the new school model must be sent by the Departments of Education and Training to the Ministry of Education and Training before August 25.
