Increase monthly allowance for retired commune officials

The Ministry of Home Affairs issued Circular 04/2017/TT-BNV guiding the adjustment of monthly allowance levels from July 1, 2017 for commune officials who have retired according to Decision No. 130-CP of the Government Council and Decision No. 111-HDBT of the Council of Ministers.

The subjects of this Circular are commune, ward and town officials who have retired and are receiving monthly allowances according to Decision No. 130-CP dated20/6/1975of the Government Council and Decision No. 111-HDBT dated October 13, 1981 of the Council of Ministers (called old and weak commune cadres retiring).

The Circular clearly states that from July 1, 2017, the monthly allowance level for old and weak commune officials who retire will be adjusted according to the provisions of Article 2 of Decree No. 76/2017/ND-CP of the Government, adjusting pensions, social insurance benefits and monthly allowances to increase by 7.44% of the monthly allowance level above the allowance level enjoyed at the time of June 2017.

Specifically, the formula for adjusting the monthly subsidy level from July 1, 2017 is as follows:

The monthly allowance received from July 1, 2017 for retired old communal officials (rounded according to the above formula) is as follows: For officials who were former Party Committee Secretaries and Commune People's Committee Chairmen: (1,568,000 + 150,000) VND/month x 1.0744 = 1,846,000 VND/month.

For former officials who are Deputy Secretary, Vice Chairman, Standing Party Committee member, Secretary of People's Committee, Secretary of Commune People's Council, Commune Team Leader, Commune Police Chief: (1,512,000 + 150,000) VND/month x 1.0744 = 1,786,000 VND/month.

For the remaining positions: (1,388,000 + 150,000) VND/month x 1.0744 = 1,653,000 VND/month.

This Circular takes effect from September 1, 2017. The regime prescribed in this Circular is implemented from July 1, 2017.
