Nam Dan determined to reach the new rural district finish line in 2017

(Baonghean) - Up to now, Nam Dan district has 18/23 communes meeting the NTM standards, exceeding the target set by Resolution No. 04 of the District Party Committee "on the implementation of the National Target Program on New Rural Construction in the period 2010 - 2020". That victory created momentum for Nam Dan to be determined to reach the NTM district finish line in 2017.

Mobilizing collective strength

Today, returning to Khanh Son, considered one of the most disadvantaged communes in Nam Dan district, the country roads have been widened and paved with asphalt; the commune's new office building is spacious and well-built. In the commune, many household economic models have developed steadily with carpentry, trading, animal husbandry... and the fields have been consolidated and exchanged, creating specialized commodity growing areas with high income.

Mr. Nguyen Trong Hong - Vice Chairman of Khanh Son Commune said: Up to now, Khanh Son has achieved 18/19 NTM criteria. To achieve results in difficult conditions, the commune has done a good job of propaganda and mobilization of the people. When people's thinking is clear, they actively contribute their efforts and money to build public works. What is noteworthy in the process of building new rural areas in Khanh Son is that people voluntarily donate land to open roads and serve the flood prevention project of route 01 and route 22.

Up to now, 26 households have volunteered to donate nearly 4,000m2 of residential land and 835m of fence. Typically, Mr. Dau Van Tinh's household donated more than 320m2 of residential land and 80m of fence; Mr. Nguyen Minh Long donated 280m2 of residential land, Mr. Dau Huy donated 270m2 of land and 52m of fence... Up to now, the commune has completed 11km of concrete village roads from cement support from the province, district and contributions from the people; 29/29 hamlets have a synchronous cultural and sports institution system that ensures standards. Striving to reach the NTM finish line by the end of 2017.

For Nam Tan, these days, the commune is speeding up the completion of the commune People's Committee office, 8 classrooms of the secondary school, and 4 classrooms of the kindergarten. As a mountainous commune with many difficulties, with the consensus of the people, the commune has directed the transformation of crop and livestock structure, effectively exploiting the strengths of the alluvial area, forming concentrated commodity production areas such as watermelon, carrots, potatoes, and commercial vegetables; developing semi-industrial livestock farming, family farms, and commercial services...

All contribute to increasing people's income, creating endogenous resources to invest in building new rural areas. Mr. Pham Van Khanh - Secretary of the Party Committee of Nam Tan commune said: In early 2017, there were 5 criteria that had not met the new rural standards, but with high determination, the Party Committee and people of Nam Tan made efforts to implement them with many solutions. In just the first 6 months of the year, Nam Tan completed 3 more criteria, bringing the number of criteria that met the standards to 17/19 criteria. Thus, there are 2 criteria that are almost met, including: Schools and political system, access to law.

In 2017, Nam Dan strives for the last 5 communes including Nam Linh, Nam Tan, Xuan Lam, Khanh Son, Nam Phuc to reach the NTM finish line. The district's NTM Steering Committee has focused on directing with the spirit of promoting solidarity of the people, combined with support from the Central and the province to complete the works and projects. Up to this point, the 5 communes have mobilized nearly 170 billion VND, of which 34 billion VND is contributed by the people, the rest is combined capital and other mobilized sources.

In particular, 274 households voluntarily donated 15,897 m2 of land, 154 households dismantled over 2,500 m2 of fences and thousands of working days to build new rural infrastructure works. Most communes are highly determined to complete the criteria before the registration deadline, which is October 2017 at the latest.

Great efforts to soon "reach the finish line" of the new rural district

Along with 5 communes striving to reach the finish line, at this time, 18 communes that have met the NTM standards of Nam Dan district continue to improve the criteria, in a sustainable direction, such as converting production, increasing income for people, environmental sanitation, strengthening security and order, building a strong political system... Mr. Ho Sy Hai - Vice Chairman of the District People's Committee, Deputy Head of the Standing Committee of the NTM Steering Committee of Nam Dan district said: "Implementing the National Target Program on New Rural Construction in the period of 2010 - 2020, Nam Dan is honored to be selected by the Central Steering Committee as one of the 5 key districts of the country. This is an honor but also a challenge that requires high determination of the entire Party Committee and people of the district. The goal set in 2017 is to build Nam Dan to achieve the NTM district".

After more than 6 years of implementing the new rural construction, the entire Nam Dan district has built 621 km of roads of all kinds; upgraded and repaired 93.3 km of canals, 22 pumping stations, 11 dams; built over 350 new classrooms at schools; built 14 new communal cultural houses, 19 communal headquarters, 21 communal health stations; upgraded 229 hamlet cultural houses, 12 rural markets and many other works.

The total mobilized capital is 1,487 billion VND; of which, the central budget is 90.7 billion VND (6.1%); the provincial budget is 145 billion VND (9.7%); the district budget is 160 billion VND (10.7%); the commune budget is 193.2 billion VND (13%); the people's contribution is 319.8 billion VND (21.5%); the supporting enterprises are 98.5 billion VND (6.6%); the combined capital from programs and projects in the area is 479.8 billion VND (32.4%). In addition, the people also donated 212,355 m2 of land; dismantled and relocated 28,468 m2 of fences, and contributed 66,093 working days to build new rural areas.

Regarding the 9 groups of criteria for new rural districts, Nam Dan has basically achieved 6 groups of criteria, including: irrigation, electricity, production, environment, social security and order, and direction for new rural construction. As for the remaining 3 groups of criteria, including: planning, transportation, health - culture - education, the district will focus on directing and following ministries, branches, corporations and companies to make efforts to implement these contents, striving to reach the finish line according to the roadmap by the end of 2017, making Nam Dan district develop comprehensively, becoming a new rural district of the province and the whole country, worthy of being the hometown of beloved President Ho Chi Minh.
