Proactively and flexibly implement job placement projects

(Baonghean) - With the high determination of the entire political system, up to now, 38/38 districts, cities, town Party Committees, Party Committees, and units in Nghe An have completed the development of job position projects. The Provincial Party Standing Committee has appraised and developed the province's job position project to send to the Central Organizing Committee for appraisal and approval.

Thoroughly understand awareness and ideology

Nghe An is one of the localities that proactively implemented the early development of the job position project (VWP) in party agencies and socio-political organizations, identifying this as an important task contributing to a reasonable reduction in staff, ensuring the implementation of the Party's policy on reviewing and clarifying the functions and tasks of each agency, organization and unit; building a streamlined, suitable, stable, effective and efficient organizational structure and being the basis for streamlining staff in the spirit of Resolution No. 39-NQ/TW of the Politburo dated April 17, 2015 on streamlining staff and restructuring the contingent of cadres, civil servants and public employees. At the same time, this is also an opportunity to assess the capacity and ability of civil servants and public employees and, based on the assigned functions and tasks, determine the VWP, competency framework, job description and number of staff corresponding to each VWP of each agency and unit.

After receiving instructions from the Central Organizing Committee, the Provincial Party Committee's Organizing Committee advised the Provincial Party Committee's Standing Committee to develop a plan, establish a Steering Committee, a Working Group, and a Secretariat to develop a project; organize training sessions and provide guidance on the detailed outline of the VTVL project for 38 Party agencies, provincial-level mass organizations, and district, city, and town Party Committees with the participation of 250 delegates. The Provincial Party Committee's Organizing Committee also established a Council to evaluate the projects of agencies and units and proceed to develop the provincial project, and at the same time select 4 pilot units (Provincial Party Committee's Organizing Committee, Provincial Labor Federation, Tan Ky district, and Nghe An Newspaper) to gain experience.

During the implementation process, the Steering Committee of the project has thoroughly informed the Party Committee to have a unified perception, ideology and action, clearly identifying the VTVL project as an inevitable trend, building a scientific project, suitable to reality will solve the shortcomings in the current organization, apparatus and staff management, to effectively implement the project, it is necessary to escape the mindset of "holding on to the staff".

“3 No, 3 Clear”

The Provincial Party Committee's Organizing Committee is a model agency leading the way in implementing the Party's policy on streamlining the apparatus and reducing staff. From reviewing the functions and tasks, building VTVL and the internal regulations of the committee, realizing that the leadership and management of work between departments sometimes and in some places still overlap, leading to unsatisfactory results, the Committee has proactively reduced the number of departments from 6 to 4. Comrade Vo Thi Minh Sinh - Deputy Head of the Provincial Party Committee's Organizing Committee commented: "The streamlining of departments' focal points not only ensures work requirements but also eliminates intermediate steps, reduces focal points, reduces staff, and operates the apparatus smoothly, effectively and efficiently, demonstrating the spirit of 3 No's - "No cumbersome, No overlapping, No omission" and 3 Clear - "Clear people, Clear work, Clear responsibilities".

Based on reviewing functions and tasks, a number of other committees have also developed solutions and implementation roadmaps, aiming to build a streamlined, effective and efficient apparatus, such as the Provincial Party Committee's Propaganda Department, the Provincial Party Committee Office, the Provincial Labor Federation... A number of districts also proposed to unify the positions of head of the propaganda department and director of the district political training center, head of the mass mobilization department who is also the chairman of the district Fatherland Front Committee, and secondment of security officers of the district police to work as deputy office of the district Party Committee to advise on internal affairs of the district Party Committee...

In addition, some units have proactively reduced the number of focal points and reviewed and classified the staff according to each group and level of task completion to have a plan for training and developing staff, avoiding overlap when assigning and delegating work. For example, at Nghe An Newspaper, based on the results of reviewing the quality of labor from departments and specific job descriptions of each individual and each department, the Editorial Board has a plan to arrange, rotate, and assign positions with clear people and clear tasks, according to the correct training qualifications and suitable for professional capacity.

The classification and determination of the capacity of cadres and reporters for training is divided into 4 groups: Group 1 is well-trained, completes assigned tasks well, can be trained to become a core in the profession; Group 2 is well-trained, but has limited capacity, needs training in skills to complete assigned tasks well; Group 3 completes tasks well but has not been properly trained, needs training in the right profession and assigned skills; Group 4 includes those who need to be retrained.

On that basis, the editorial board has developed a plan to conduct advanced training for potential staff or staff with many limitations in professional capacity to improve the quality of staff and civil servants, contributing to improving the capacity and operational efficiency of the agency...

Contribute to ensuring the rate of streamlining the payroll

Through the development of the VTVL project, many localities and units have ensured the required rate of staff reduction. For example, in Con Cuong district, according to the project, the district plans to reduce 8 staff, reaching 11.94% (exceeding the requirement of a minimum 10% reduction rate by 2021), specifically reducing 2 focal points, reducing 6 staff (including positions in the Organizing Committee; Veterans Association, Youth Union; Women's Union; Fatherland Front; District Center for BDCT).

Comrade Nguyen Dinh Hung - Secretary of Con Cuong District Party Committee said: "From now until 2021, the District Party Committee will reduce 1 position in the Organization Committee, thoroughly implementing the viewpoint of not recruiting new staff but rotating and transferring staff from agencies in the political system to work. Therefore, although the number of streamlined staff of the District Party Committee alone does not ensure the rate of 10% according to the spirit of Resolution 39, considering the total general staff of the District Party Committee, the Fatherland Front, socio-political organizations and the Center for Political and Social Affairs, it still exceeds the required rate".

Meanwhile, in Do Luong district, the district's VTVL project was built on the basis of a unified principle of not increasing the payroll from 2017 and reducing the total payroll by 10.3% by 2021. Because some staff positions have not been adjusted and supplemented in time, some agencies lack payroll (Propaganda Department, District Party Committee Office, Farmers' Association, District Fatherland Front), while some agencies have excess payroll such as the District Youth Union...

Based on the actual situation and on the basis of reviewing the functions and tasks of each agency, organization and unit, the district proposed to merge the Political Training Center with the Propaganda Department, the position structure of the Head of the Mass Mobilization Department is also the Chairman of the Vietnam Fatherland Front Committee, streamlining the VTVL staff of the service group such as drivers (reducing 1 staff to implement vehicle contracting), transferring a kitchen service position to another job, arranging the accountant of the District Party Committee to be the accountant of the Political Training Center and requesting to reduce the number of people in some organizations such as the Women's Union, the District Party Committee Inspection Committee, etc.

Thanks to the attention, direction, inspection and regular supervision of leaders at all levels and the proactive adherence to assigned tasks of the Steering Committee members and the project development support units in agencies and units, practical difficulties and problems arising during the project development process have been promptly resolved. By February 23, 2017, 38/38 districts, cities, towns, agencies and units had completed the development of the VTVL project and sent it to the province for appraisal...
