Drug trafficking ring of people who have been in jail many times
(Baonghean.vn) - Every time a customer places an order, Le Van Ung directly crosses the border to Laos via an unofficial route to get it, then gives it to his juniors to bring to Vinh City for collection, then transfers it to Ho Chi Minh City for consumption.
On August 11, Vinh City Police said that 4 suspects arrested in Project 717H, with 1 heroin cake seized, are still being held in criminal detention to serve the investigation.

The 4 subjects include: Le Van Ung (born in 1984); Tran Van Luong (born in 1969), Le Van Cuong (born in 1990), all residing in Thanh Ha commune, Thanh Chuong district, and Nguyen Dinh Minh (born in 1969, residing in Nghi Lien commune (Vinh city).).
Previously, information from the scouts revealed that there was a complex drug trafficking and trading ring in the area controlled by former prisoners. After more than 2 months of monitoring, the investigation agency identified the ringleader as Le Van Ung.
Ung has a criminal record for theft of property and a criminal record for illegal possession of military weapons. After being released from prison, Ung did not try to make a living but crossed the border to Laos many times to buy drugs and then brought them back to Vietnam to sell.
With his recklessness, Ung became a drug lord specializing in distributing "goods" to drug dealers in Vinh City and neighboring provinces. Ung used his underlings to keep watch around his residence and he rarely appeared in public, all transactions were directly done by his underlings, while Ung stood behind and directed.
According to the information obtained by the detectives, Ung often distributed goods to a ringleader in Vinh City, then brought them to Ho Chi Minh City for consumption. After collecting enough evidence and establishing the operation of this network, Vinh City Police established Project 717H to fight and eradicate it.

After nearly a month of surveillance, the Investigation Team identified Ung’s close ringleader in Vinh City as Nguyen Dinh Minh. Minh was a notorious gambler, with four previous convictions for gambling and theft. The detectives discovered that Minh was in frequent contact with Tran Van Luong, his cellmate.
As subjects who had spent a long time in prison, they were all very cunning and cunning. Minh often drove his motorbike to Thanh Chuong to get the goods. To mislead the detectives, he often returned empty-handed.
Persistently monitoring Minh's movements, in early August, the Task Force received information from the detectives that on August 5, Minh would have a transaction with a partner in Vinh City. Determining that the opportunity had come, the Task Force decided to crack the case. One working group monitored Minh's movements, the other group went to Thanh Chuong to coordinate with Thanh Chuong District Police to simultaneously arrest three subjects: Le Van Ung, Tran Van Luong and Le Van Cuong.
At 5:00 p.m. on August 5, Nguyen Dinh Minh carried a black plastic bag from his home to the center of Vinh City. When Minh reached the train station intersection, the task force suddenly rushed in, controlled and arrested him.

The evidence seized was 1 heroin cake, 1 motorbike, 2 cell phones. The second task force divided into 3 groups to approach and suddenly break into the house to arrest Luong, Cuong and Ung.
At the investigation agency, the subjects confessed to their crimes. The case is currently under further investigation./.
