Vinh City thoroughly implements Central Resolution 5 (term XII)
(Baonghean.vn) - On the morning of July 18, Vinh City Party Committee held a conference to study and disseminate Resolution 5 of the Central Committee (term XII) for key officials at the city and grassroots levels.

Attending the conference were comrades Vo Viet Thanh - Member of the Provincial Party Committee, Secretary of the Vinh City Party Committee; Nguyen Van Lu - Permanent Deputy Secretary of the Vinh City Party Committee, Chairman of the City People's Council; Nguyen Hoai An - Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; comrades in the City Party Committee, members of the City Party Committee; leaders of departments, offices, city-level agencies and key grassroots officials. |
Under the presentation of Associate Professor, Dr. Nguyen Viet Thong - General Secretary of the Central Theoretical Council, the conference received basic issues of the Resolution of the 5th Conference, the 12th Central Executive Committee on perfecting the socialist-oriented market economic institution.
It clarifies the positive aspects, limitations and weaknesses over more than 30 years of innovation, especially after 10 years of implementing the Resolution of the 6th Conference of the 10th Party Central Committee on "Continuing to perfect the socialist-oriented market economic institution".
Associate Professor, Dr. Nguyen Viet Thong emphasized that the three important guiding viewpoints of our Party on building and perfecting the socialist-oriented market economic institution are a strategic task, an important breakthrough, creating momentum for rapid and sustainable development. Perfecting the economic institution goes hand in hand with perfecting the political institution, focusing on innovation, improving the effectiveness and efficiency of the organization and staff. Perfecting the socialist-oriented market economic institution is an important, urgent and long-term task of the political system and the whole society.

Associate Professor, Dr. Nguyen Viet Thong also analyzed and clarified the general and specific goals by 2020, especially by 2030, to complete the synchronous and effective operation of the socialist-oriented market economic institution in our country. To realize the proposed viewpoints and goals, it is necessary to focus on 6 groups of basic tasks and solutions.
Of particular concern is continuing to perfect the ownership institution, developing economic sectors and types of enterprises; synchronously developing market factors and types of markets; linking economic growth with ensuring sustainable development, social progress and equity, national defense, security, environmental protection and response to climate change; promoting and improving the effectiveness of international economic integration; enhancing the Party's leadership capacity, the role of the State in building and implementing economic institutions, promoting the people's mastery in perfecting the socialist-oriented market economic institution.

Also at the conference this morning, delegates listened to Associate Professor, Dr. Nguyen Viet Thong thoroughly grasp the Resolutions of the 5th Conference, 12th Central Committee on continuing to restructure, innovate and improve the efficiency of State-owned enterprises; Resolution on developing the private economy to become an important driving force of the socialist-oriented market economy; Regulation No. 86/QD-TW, dated June 1, 2017 of the Politburo on supervision within the Party.
According to the plan, after this conference, the grassroots party committees under the Vinh City Party Committee will organize dissemination at their level, to be completed before August 30, 2017. On the basis of disseminating the Resolutions of the 5th Central Conference and Regulation No. 86/QD-TW, each Party Committee is required to develop an action program and a plan to implement the Resolution in a practical, effective manner, suitable for each locality and unit.
