Con Cuong District Police are temporarily detaining La Van Phuc (born in 1979, residing in Binh Chuan Commune) to investigate drug trafficking. This subject was arrested by the Drug Crime Investigation Police Department (PC47) on July 23 after he had been on the run for many years.

La Van Phuc is a long-time drug addict. Due to his close relationship with some Mong (Laos) people, he often connects to organize illegal drug trafficking.

Before being wanted, he used his own house as a trading point and organized for addicts to use drugs right at home. La Van Phuc's drug dealing continued for a long time, affecting the security and order situation in the area, causing great indignation among the people.

By the end of June 2016, the drug den led by La Van Phuc was destroyed by the Con Cuong District Police. To avoid legal punishment, Phuc quickly fled the area.

After escaping, Phuc ran into the deep forest between Con Cuong and Tuong Duong districts, about 60 km from home, and continued to set up a camp to organize drug trafficking on Pu Huot peak. Here, Phuc connected with a number of Lao people to form a drug trafficking network to transport and trade large quantities of drugs from Laos to Vietnam for consumption.

After a period of investigation and arrest without results, on October 13, 2016, Con Cuong District Police issued a wanted notice for La Van Phuc on charges of drug trafficking and harboring illegal drug use.

Identifying Phuc as a particularly dangerous wanted person and an important link in the drug trafficking ring from Laos to Vietnam, the Drug Crime Investigation Police Department (PC47) developed a plan to arrest La Van Phuc.

"The scouts spent months lying in ambush in the deep forest around the Pu Huot mountain forest area to monitor all movements and methods of operation of the subject" - Captain Nguyen Manh Truong - Deputy Head of Team 3, Department PC47 said.

On July 22, 2017, the scouts reported that La Van Phuc was preparing to return from home to his camp at the top of Pu Huot Mountain at night. Immediately, a task force was ordered to gather in ambush and block the top of Pu Huot Mountain, waiting for the opportunity for the subject to appear and immediately surround and arrest him.

At this time, it was pouring rain, and the top of Pu Huot was deserted and dark. Meanwhile, in the mountainous area, which was mainly inhabited by ethnic minorities, the soldiers were all Kinh people, and if they were not careful, they could easily be exposed.

Persistently following and monitoring from the evening of July 22 to 4 a.m. on July 23, the task force discovered La Van Phuc and another subject driving a motorbike to the top of Pu Huot slope. Determining that the opportunity to attack was ripe, the detectives rushed out to block the vehicle, hoping to close the siege. At this time, La Van Phuc crashed his motorbike into the task force and then sped away, forcing the detectives to chase.

During the arrest, La Van Phuc fought back fiercely, reaching into his body to pull out a knife to fight back against the police. However, the detectives promptly disarmed and subdued the subject.

At the police station, Phuc admitted all his illegal acts. Currently, PC47 has handed over the subject to Con Cuong District Police for further investigation and handling according to their authority./.
