Nghe An: Provincial Police Director monitors officers receiving citizens via camera

(Baonghean) - The one-stop department of the Provincial Police installed a camera to transmit live images and sounds to the office of the Provincial Police Director so that he can monitor the reception of citizens and the handling of administrative procedures by officers and soldiers.

Nghe An Provincial Police has 24 one-stop departments, which are well-invested and modern. Most of the one-stop departments are equipped with surveillance cameras, transmitting images and sounds directly to the office of the unit leader.

The Road and Railway Traffic Police Department regularly deals with people in areas considered “sensitive”. Therefore, since 2016, Nghe An Police has chosen the Road and Railway Traffic Police Department as a one-stop model.

At 3 departments: Car registration; Motorcycle, motorbike, electric bicycle registration; Handling administrative violations of traffic safety, when coming to do vehicle registration procedures and handle administrative violations of traffic safety, people come and take a queue number to wait for procedures on the automatic system.

The queue number is displayed on the electronic board combined with the name being called on the loudspeaker, helping people reduce waiting time, be more proactive, orderly and disciplined. In particular, people are notified on the loudspeaker system after receiving the settlement results, asking people to press the button to rate their satisfaction level.

For the Provincial Police One-Stop Department, which previously only handled the need to quickly issue ID cards to citizens on Saturdays for a number of priority subjects such as labor export, illness, bank loans for production, business, relatives and people with revolutionary contributions..., now organizes to receive people 3 days a week to issue ID cards to all citizens in the whole province.

In addition, the leaders of the Department of Administrative Police for Social Order (PC64) have been flexible in special cases where it is necessary to direct officers and soldiers to help people complete procedures for issuing new or changing ID cards in the shortest time.

The Provincial Police Director and Deputy Director in charge directly inspected the administrative reform topic, made surprise inspections of working style and manners at units and localities in handling administrative procedures for people to direct the complete resolution of existing problems and limitations in administrative reform work.

Issue 4 resolutions on administrative reform

The Provincial Police Party Executive Committee has issued four Resolutions directly related to administrative reform with the goal of strengthening the Party's leadership over all aspects of police work, bringing administrative reform work into depth and effectiveness.

The provincial police leaders also organized a dialogue conference between the provincial police director and the force directly handling administrative procedures and the traffic police force, with the commune police force; dialogue with the Youth Union and women's union. Thereby, strongly improving the awareness of serving the people of officers and soldiers, removing difficulties and obstacles in administrative reform work.

Police forces of units and localities regularly organize to go to the grassroots, medical facilities, schools to handle administrative procedures related to ID cards, guide citizens in registering electric motorbikes, take fingerprints to take photos to issue ID cards and household registration books for citizens and return them directly to citizens at home.

Accordingly, the police force went to the residence to issue more than 14,000 free ID cards to the elderly, disabled, relatives and people with revolutionary contributions.

At the same time, the Provincial Police coordinated with the Post Office to deliver results quickly so that people could travel less, reduce travel times and costs for citizens. Publicize the "hotline" phone number, the phone number of department heads, district police chiefs to receive feedback and recommendations from individuals and organizations on administrative regulations so that people can report when they have problems.

The simplification of administrative procedures has been directed by the Provincial Police, which has reviewed 26 administrative procedures related to individuals and organizations outside the society, and 425 administrative procedures implemented within the People's Police. Thereby, it has proposed to simplify 121 administrative procedures.

Up to now, the time for handling administrative procedures in all areas has been shortened to the maximum, such as: Issuing ID cards quickly at the one-stop department of the Provincial Police for citizens across the province, returning results within 3 days, a reduction of 17 days; permanent residence registration shortened by 14 days; issuing Vietnam - Laos border travel permits processed within the day, a reduction of 2 days, issuing new vehicle registrations processed within one day...

Information technology is increasingly applied in the police work, to date more than 30 software applications have been deployed in administrative reform work. Typical applications include software for managing complaints, denunciations, handling traffic violations, managing investigation information, etc.

In particular, to enhance the spirit, attitude and responsibility of serving the people, the Provincial Police Department has strengthened the management of cadres, promptly detected and strictly handled negative cases and violations; at the same time, assigned tasks, decentralized and delegated powers to ensure transparency and democracy in performing tasks. In 2016 and the first 6 months of 2017, the Provincial Police Department has transferred and mobilized 635 comrades internally.

With many drastic solutions on administrative reform of the Provincial Police, the spirit, responsibility, culture of communication and behavior of officers and soldiers towards the people have been improved, gradually shifting to a service-oriented administration that has been supported by all levels, sectors and the people.

The prestige of Nghe An Police force has been raised. As a result, the Ministry of Public Security ranked 1st out of 103 units and localities in the People's Police force in terms of administrative reform.
