1. Prime Minister requests investigation and clarification of deforestation case in Binh Dinh

Prime Minister Nguyen Xuan Phuc has just given instructions on handling the issue raised by the press regarding the destruction of natural forests in An Lao district, Binh Dinh province.

Previously, electronic newspapers: VTV.vn, ANTV... reported on the case of natural forest destruction in An Hung commune, An Lao district, Binh Dinh province.

Regarding this matter, Prime Minister Nguyen Xuan Phuc requested the People's Committee of Binh Dinh province to direct relevant agencies to investigate and clarify cases of natural forest destruction in An Hung commune, An Lao district as reported by the press; strictly handle violations in accordance with regulations, and report the results to the Prime Minister before October 30, 2017.

2. Strengthen comprehensive child care and development

The Prime Minister has just approved the investment policy for the Project "Enhancing comprehensive child care and development associated with healthcare system innovation in Vietnam" sponsored by the United Nations Children's Fund (UNICEF).

The project aims to contribute to strengthening the capacity of the health system in the maternal and child health sector to expand coverage and improve quality for comprehensive child development (IECD) including health care, nutrition care, and environmental sanitation services for children, especially vulnerable children, contributing to ensuring social integration and social justice for the quality of the race as well as the quality of human resources for building and defending the country in the future.

The project will be implemented from 2017 to 2021, with national project locations (in Hanoi) and 3 key provinces: Gia Lai, Kon Tum and Dien Bien.

3. Case study of converting a public service unit into a joint stock company

The Government Office has just issued a document conveying the direction of Deputy Prime Minister Vuong Dinh Hue on converting public service units into joint stock companies.

Specifically, the Deputy Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Finance and relevant agencies to study and determine whether driver training and testing activities and similar occupations are not subject to equitization in the concept of "hospitals and schools" or not, according to the policy of "equitizing qualified public service units, except hospitals and schools" stated in Resolution No. 05-NQ/TW dated November 1, 2016 of the 4th Conference of the 12th Party Central Committee on a number of major policies and guidelines to continue to innovate the growth model, improve growth quality, labor productivity, and economic competitiveness. Report to the Prime Minister for consideration and decision before October 1, 2017 to unify the implementation of this policy of the Party.

The Prime Minister will consider converting the Hai Duong Transport Vocational Training Center into a joint stock company after the Ministry of Planning and Investment reports.

4. Establish a Council to consider awarding the titles "People's Teacher" and "Excellent Teacher"

The Prime Minister has just decided to establish a State-level Council to consider and award the titles of "People's Teacher" and "Excellent Teacher" to assist the Prime Minister in organizing the 14th consideration and awarding of the titles of "People's Teacher" and "Excellent Teacher".

Accordingly, Mr. Phung Xuan Nha, Professor, PhD, Minister of Education and Training is the Chairman of the Council. Vice Chairmen include: Ms. Nguyen Thi Nghia, PhD, Meritorious Teacher, Deputy Minister of Education and Training (standing); Ms. Tran Thi Ha, Deputy Minister of Home Affairs, Head of the Central Emulation and Reward Committee.

The State Council for considering and conferring the titles of "People's Teacher" and "Excellent Teacher" for the 14th time has the task of assisting the Prime Minister in reviewing and selecting qualified individuals, and submitting them to the Prime Minister for proposal to the President to decide on conferring the titles of "People's Teacher" and "Excellent Teacher" for the 14th time.

5. Implementing the Law on Management and Use of Weapons and Explosives

The Prime Minister has just issued a Plan to implement the Law on Management and Use of Weapons, Explosives and Supporting Tools.

The purpose of the plan is to identify responsibilities and assign specific tasks to ministries, branches and People's Committees of provinces and centrally run cities to ensure timely, synchronous, unified and effective implementation of the Law; ensure close coordination between relevant ministries, branches, agencies and People's Committees of provinces and centrally run cities in organizing activities to implement the Law nationwide.

The Prime Minister requested ministries, branches and People's Committees of provinces and centrally-run cities to enhance their responsibility, actively and proactively implement the Plan in accordance with its content and progress, ensuring quality and efficiency.

Ministries, branches and People's Committees of provinces and centrally-run cities must have a specific roadmap to ensure that from July 1, 2018, the Law is implemented uniformly, fully and synchronously nationwide.

6. Prepare to review 5 years of implementing the Law on Cooperatives

The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the meeting of the Steering Committee for Innovation and Development of Collective Economy and Cooperatives on the progress of the 5-year review of the implementation of the 2012 Law on Cooperatives.

The conclusion announcement stated that the Steering Committee for Innovation and Development of Collective and Cooperative Economy (Steering Committee) was established under Decision No. 352/QD-TTg dated March 22, 2017 of the Prime Minister. The Steering Committee has the function of researching and proposing to the Prime Minister on guidelines, policies and strategic solutions to innovate and develop the collective and cooperative economy; assisting the Prime Minister in directing, guiding, urging and coordinating activities between ministries, branches, central agencies and localities in the process of implementing legal provisions, programs and plans for the development of the collective and cooperative economy that have been approved.

7. Encourage the establishment of social assistance facilities

The State encourages individuals and organizations at home and abroad to establish social assistance facilities to care for and assist people in need of social assistance in Vietnam.

Types of social assistance facilities include: 1- Social protection facilities caring for the elderly; 2- Social protection facilities caring for children in special circumstances; 3- Social protection facilities caring for people with disabilities; 4- Social protection facilities caring for and rehabilitating people with mental illness or people with mental disorders; 5- Comprehensive social protection facilities caring for many social protection beneficiaries or beneficiaries in need of social assistance; 6- Social work centers providing consultation, emergency care or support for other necessary conditions for beneficiaries in need of social assistance; 7- Other social assistance facilities as prescribed by law.

8. Simplify 30 administrative procedures in the Education and Training sector

The Government has just approved a Plan to simplify administrative procedures and citizen papers related to population management within the state management scope of the Ministry of Education and Training.

Accordingly, the simplification content is related to 30 administrative procedures in 4 areas: 1- Education and Training (24 procedures); 2- Teacher standards (2 procedures); 3- Admission exam regulations (2 procedures); 4- Diploma and certificate system (2 procedures).

The Government assigns the Ministry of Education and Training, based on the content of the Simplification Plan approved by the Government, within the scope of its authority, to preside over and coordinate with relevant ministries, branches and agencies to be responsible for amending, supplementing, replacing or cancelling, abolishing administrative procedures and citizen papers prescribed in legal documents to promulgate according to its authority or submit to competent authorities for promulgation in accordance with the time of completion and operation of the National Population Database.

9. Approval of the List of Members of the National Committee on Children

The Prime Minister has just approved the list of members of the National Committee for Children according to Decision 856/QD-TTg dated June 15, 2017 of the Prime Minister. Deputy Prime Minister Vu Duc Dam is the Chairman of the National Committee.

According to Decision 856/QD-TTg dated June 15, 2017 of the Prime Minister on the establishment of the National Committee on Children, the National Committee on Children is responsible for assisting the Government and the Prime Minister in researching, directing, coordinating, urging, and coordinating between ministries, branches and localities to solve children's issues, implement children's rights; propose directions and solutions to implement issues related to children and promote the implementation of the United Nations Convention on the Rights of the Child.

In addition, coordinate with agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the Vietnam Fatherland Front and its member organizations, social organizations, and socio-professional organizations in implementing children's rights and resolving children's issues.

10. Report on handling existing problems and weaknesses of 12 projects in the industry and trade sector

The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the fourth meeting of the Steering Committee for handling shortcomings and weaknesses of a number of slow-progressing and ineffective projects and enterprises in the industry and trade sector.

The Deputy Prime Minister requested the Ministry of Industry and Trade to coordinate with relevant ministries to draft a report to the Standing Secretariat and the National Assembly on the handling of shortcomings and weaknesses of 12 projects and enterprises in the industry and trade sector in the recent past, and submit it to the Prime Minister before September 30, 2017.

The Ministry of Industry and Trade resolutely directs and urges projects and enterprises to basically complete the handling of existing problems and difficulties in EPC contracts in 2017. In complicated cases with many remaining problems, consideration will be given to extending the deadline until the end of the first quarter of 2018. Enterprises and projects must review, report and have a commitment and specific handling roadmap.

At the same time, direct and urge the consolidation of the Steering Committee at grassroots units and implement the information and reporting regime on the situation and progress of projects and enterprises.
