(Baonghean.vn) - According to Ms. Nguyen Thi Anh Quang - Vice Chairman of Do Luong District People's Committee, currently most policies have not been implemented, except for the policy of supporting loans for workers from poor households.

That was the content raised at the meeting between the Provincial People's Council's Culture and Social Committee and the Do Luong District People's Committee on the afternoon of September 6 under the program to monitor the implementation of a number of labor export policies in the province.

Identifying labor export as the fastest and most sustainable way to eliminate hunger and reduce poverty, in recent years, Do Luong district has focused on leading, directing, and proposing many solutions to promote this work. As a result, in 2015, 2016 and the first 6 months of 2017, the whole district had 2,708 laborers working under contracts abroad. In addition, there are currently more than 420 people working abroad, mainly in Laos, China, and Russia; 167 laborers have expired their labor contracts and are residing illegally in Korea.

According to the report of the People's Committee of Do Luong district, labor export in the district in the past 3 years has been decreasing and has not met the plan set for each year. Notably, out of a total of 2,708 laborers going abroad, only 55 are from poor households. This affects the goal of hunger eradication and poverty reduction through labor export set by the district.

Although there are many support policies for poor and near-poor workers, policy families, and land recovery subjects issued by the Central Government and the Provincial People's Council; but according to Ms. Nguyen Thi Anh Quang - Vice Chairman of the District People's Committee, currently most of the policies have not been implemented except for the policy of supporting loans for workers from poor households.

However, the number of workers receiving loan support policies is quite modest, only 34 workers from 2015 to present.

According to Ms. Quang's explanation, the number of poor and near-poor workers going abroad to work through official channels is low in the area, while according to regulations, poor households going abroad to work freely are not entitled to this policy.

At the meeting, members of the Provincial People's Council's Culture and Social Committee discussed many issues related to State management of labor export activities in the district; the role of enterprises exporting labor to the area; the income gap between workers following the official and unofficial paths; difficulties, shortcomings and recommendations related to labor export support policies.

On behalf of the monitoring delegation, Ms. Nguyen Thi Lan - Deputy Head of the Culture - Social Committee of the Provincial People's Council requested the district to strengthen the dissemination and training of documents and policies related to labor export to the subjects for knowledge and implementation. Strengthen the direction of State management; guide laborers to export through official channels.

Ms. Lan also emphasized the need for the district to have solutions to mobilize workers who are residing illegally in Korea to return home, ensuring that local workers have the opportunity to work in these markets, while strengthening inspection and examination of labor export activities for businesses./.
