According to Decree 19, only 23 enterprises meet the conditions for importing and exporting gas in Vietnam.

The Ministry of Industry and Trade has just announced the list of gas exporters, importers and gas distributors.

Accordingly, there are only 23 traders qualified to export and import gas in Vietnam. There are 51 qualified gas distribution traders. These are enterprises that meet the conditions according to Decree 19 of the Government on gas trading.

The list of 23 traders qualified to import and export gas includes many "big names" in the industry such as Northern Liquefied Petroleum Gas Trading Joint Stock Company, Tran Hong Quan Trading Company Limited, Hai Linh Company Limited, V-Gas Petroleum Joint Stock Company, Ho Chi Minh City Petroleum Company Limited, Petrolimex Gas Corporation, Total Gaz Vietnam Company Limited, Saigon - Hanoi Petroleum Joint Stock Company, etc.

In addition, there are 4 traders qualified to export and import liquefied gas including Tannan Vietnam Co., Ltd., Birz Vietnam Co., Ltd., and Sam Sung Electronics Vietnam Thai Nguyen Co., Ltd.

In particular, Vietnam Gas Corporation (PV gas) is on the list of traders qualified to produce and process LPG to exercise the right to export and import LPG.

Recently, the Ministry of Industry and Trade issued Decree 19 replacing Decree 107, stipulating that gas trading enterprises must meet a number of conditions such as: the number of LPG cylinders owned by the trader with a total minimum capacity of 3,930,000 liters (equivalent to 150,000 12 kg LPG cylinders, previously regulated as 300,000 LPG cylinders) for LPG exporters and importers); the total minimum capacity of 2,620,000 liters (equivalent to 100,000 12 kg LPG cylinders, previously regulated as 300,000 LPG cylinders) for LPG cylinder distributors.

In addition, the total capacity of minimum LPG tanks is reduced to 300 m3 (previous regulation was 800 m3) for LPG cylinder distributors.

Previously, more than 40 small gas businesses petitioned against Decree 19, claiming that they were being pushed into bankruptcy and out of the market because of this regulation.

A representative of a gas company stated: “Small and medium-sized enterprises have suffered huge losses. We are not losing because of the market and customers, but with the conditions of Decree 19, we will be killed and disappear from the market. Please, the State, do not let large enterprises “squeeze to death” small enterprises.”
