Dialogue in Nam Dan: Releasing many frustrations
(Baonghean.vn) - On the morning of August 11, the Standing Committee of Nam Dan District Party Committee held a direct dialogue with the people of Nam Linh Commune. This was the first direct dialogue according to the plan of the Standing Committee of the District Party Committee in 2017.

"Untie" many frustrations
At the dialogue, nearly 20 opinions with 72 issues that people have long been concerned about were raised related to many socio-economic fields, Party building, political system and related to the specific interests of each individual and collective.
Regarding the policy of granting and exchanging land use right certificates that the locality has implemented recently, there are 5 questions.
Mr. Hoang Dinh Thin, hamlet 10, said that all the land was used since the 70s of the last century, but now when issuing and exchanging land use right certificates, some households only get 300 square meters of residential land, some households get 700 square meters.2, has 1,000m22and even 1,500 m2This is inappropriate, unreasonable and causes many questions among the people, requiring the district and commune to clarify.
Another issue related to the rights of the majority of people reflected in the dialogue is that the main road of the commune, which was previously a communal road and was built with contributions from the people, has now been converted to a district road and is degraded, causing difficulties in travel for people and has not been invested in for repair.
The pressing issue is that the people have repeatedly petitioned the local government but have not been resolved. Mr. Nguyen Ngoc Hoa, from Hamlet 1, reported that the process of land consolidation and field renovation caused the loss of the irrigation canal system to his family's production fields. Although he petitioned the commune many times, the commune has promised to fix it but it has not been resolved. During the production season, Mr. Hoa's family has to use a gasoline pump to pump water from the pond to the fields, but still has to pay for the service.

For Mr. Ong Van Son, Hamlet 4, the journey to request the correction and reissuance of his family's Resistance Medal has not been completed for 15 years. According to Mr. Son, in 2002, his parents, Ong Van Yem and Nguyen Thi Thin, were granted the Family Resistance Medal, but their father's surname was changed from Ong to Nguyen. Although he has moved from the commune to the district and the province, until now, his father has passed away and his mother has turned 90 years old, but the correction and reissuance have not been completed.
In addition, people also raised many pressing issues related to pollution from animal carcasses and waste on Lam Tra River; the quality of medical stations, including district medical facilities, has not really ensured and implemented according to the policies set forth by the Party and State, so that people can enjoy quality medical services at the nearest place; land management is causing disputes over boundaries and administrative boundaries; financial management from cooperative activities before conversion...
People are also upset about the current assessment and recognition of poor households without a time limit to escape poverty, which is hindering the will to escape poverty, even having the petty thought of wanting to be on the list of poor households to enjoy the policy. Some opinions also mention the work of developing party members, selecting people to take on the role of hamlet chief; the qualifications, capacity as well as the regime for the grassroots cadre team are still difficult...
Clear work, clear responsibility
With an open, receptive, respectful spirit, and a desire to fully and directly listen to the people's opinions, the Standing Committee of Nam Dan District Party Committee and the local government spent a considerable amount of time so that all people who came to the dialogue conference with needs could express their thoughts, feelings, and aspirations; at the same time, through dialogue, the issues were clarified and the people's wishes were satisfied.
Accordingly, about 80% of common issues are directly discussed and resolved by the Head of the District Party Committee, the Head of the District People's Committee, and the Chairman of the Commune People's Committee, with issues under their authority related to socio-economics, national defense and security, and Party building and political system building.

There are about 20% of specific issues that need time to verify and clarify, especially policies for people with meritorious services, training and fostering of grassroots cadres; overcoming infrastructure problems..., the Standing Committee of the District Party Committee assigned the district-level functional agencies together with the Party Committee and the commune government to receive and resolve. For example, in the issuance and exchange of land use right certificates, the responsibility of the commune cadastral officers, along with propaganda, is to focus on guiding households to complete the documents to ensure the rights of the people, avoiding the current situation, where houses are granted 300, 700, 1,000 m2...
When the results are resolved, they will be sent to the commune to be widely announced on the commune's radio system so that people know. The District Party Committee and the District People's Committee will also assign the Office of the two agencies to monitor and urge the agencies and units at the district and local levels to resolve the issues raised by the people at the dialogue.
In addition to clarifying the work and responsibilities of Party committees and authorities at all levels, at the dialogue, the Standing Committee of the District Party Committee also made the people see clearly their responsibilities in many issues raised by the people. For example, a citizen's opinion that they did not know who was a poor household in the village and who certified the poor household was answered by the Standing Committee of the District Party Committee and affirmed that the investigation, assessment and recognition of poor households were done according to the correct procedures and were widely publicized among the people. Each citizen must have the responsibility to participate and be attached to community activities and need to give feedback on issues arising in the community to higher levels. Or in the implementation of policies such as land, first of all, the people must also research and learn so that if grassroots officials do wrong or do not do the right thing, they can make recommendations and reflect to higher levels...

Evaluating the dialogue, Mr. Nguyen Dinh Hoan, 82 years old, in Hamlet 2, said: Organizing a dialogue like this is very useful and needs to be maintained. People can directly speak up about their concerns; and the Party Committee and government can clearly see the limitations of the policies they have issued, as well as the limitations in the leadership, direction, and management of all levels and the capacity and responsibility of officials through listening to people speak objectively, not listening to a report from any level or organization, which often reflects things that are not objective and not true to reality; from there, they can adjust and learn from experience to do better.
As for the Party Committee and the government, according to Mr. Nguyen Lam Son - Standing Deputy Secretary of Nam Dan District Party Committee, based on the people's reflection, it shows that many policies at all levels have not been fully and promptly conveyed, informed and implemented at the grassroots level. And through direct dialogue on the issues raised by the people, the Standing Committee of the District Party Committee has propagated and clearly explained the policies to the people. For example, the policy of building houses for policy families according to Decision 167 of the Government, currently the whole district has 2,500 policy beneficiaries but only 80 families have benefited, because the Government has not balanced the resources to implement this policy.
According to Deputy Secretary of the District Party Committee Nguyen Lam Son, through dialogue, the district and commune levels have directly resolved many specific issues related to the interests of the people; this is an important solution to reduce the number of complaints and denunciations arising at the grassroots level and going beyond the upper level. More importantly, it is necessary to focus on resolving shortcomings and weaknesses in the leadership, direction and management of all levels, contributing to consolidating, improving and enhancing the effectiveness of the apparatus at all levels, especially at the grassroots level; building a style of being close to the people, respecting the people, and serving the people among the cadres and civil servants.
