Trump: 'Russia sanctions law has unconstitutional provisions'

"Today I signed into law HR 3364, the Countering America's Adversaries Through Sanctions Act. While I support tough sanctions to deter and deter aggressive and destabilizing behavior by Iran, North Korea, and Russia, this legislation has significant shortcomings," Trump said in a White House statement.
"In the rush to pass this law, the National Assembly included some clearly unconstitutional provisions," he commented.
According to Trump, the law has violated the executive branch's authority to negotiate, making it more difficult for the US to reach good deals and will "bring China, Russia and North Korea closer together".
"Despite the many problems with the bill, I signed it out of a sense of national unity," Trump said. "We hope that Russia and the United States will cooperate on important global issues so that sanctions will no longer be necessary."
The Russian sanctions law targets alleged human rights abusers and corruption, focusing on key sectors of the Russian economy such as arms sales and energy exports. It also punishes Iran and North Korea for their missile programs and human rights abuses.
The law also limits Trump’s ability to control sanctions against Russia. Trump needs congressional approval to ease sanctions on Moscow.
