Nghe An implements electronic declaration for passport issuance online

(Baonghean.vn) - From July 1, Nghe An has been piloted by the Immigration Department to deploy a system to receive and process electronic declarations requesting ordinary passports for Vietnamese citizens.

On the afternoon of July 24, the inter-sectoral working group on administrative reform of Nghe An province had a working session with the Immigration Department, Nghe An Provincial Police.

In recent times, the Party Committee and unit commanders have regularly inspected, supervised, and improved the responsibility, discipline, administrative discipline, and public ethics of officers and soldiers; and their attitudes when working, interacting, and handling procedures for citizens, foreigners, and agencies and businesses in the field of immigration.

To facilitate citizens, the Immigration Management Department (PA72) continues to coordinate with Nghe An Provincial Post Office to contract with citizens to express deliver passports to recipients, contributing to saving time and travel costs for citizens, while reducing the number of people coming to receive results at the unit's headquarters, limiting congestion and overload at the headquarters in cramped conditions.

The Department has done a good job of receiving and handling immigration procedures for Vietnamese and foreign citizens; verifying and serving the approval and issuance of immigration documents. In 2016 and the first 6 months of 2017, it received, reviewed and transferred 106,947 passports to the Immigration Department of the Ministry of Public Security; received and issued 26,112 Vietnam - Laos Border Passes for Vietnamese citizens. Received and reviewed applications and issued 34 temporary residence cards, 573 visas, 1,674 temporary residence extensions and 61 permits to enter restricted areas for foreigners.

Regarding the program of declaring, receiving, managing and exploiting temporary residence information of foreigners, Department PA 72 has simplified the form of temporary residence declaration for foreigners. Agencies and enterprises can proactively enter temporary residence declaration data for foreigners and directly transfer the data to Department PA 72 without having to print the list and directly submit it to the police, ward or commune.

At the same time, regularly update temporary residence data of foreigners fully, accurately and promptly, serving the state management of immigration and residence activities of foreigners.

In particular, from July 1, 2017, Nghe An is the third locality in the country after Da Nang and Hai Phong to be piloted by the Immigration Department to deploy a system to receive and process electronic declarations requesting ordinary passports for Vietnamese citizens.

PA 72 Department proactively proposed to the Provincial Police to purchase computers and equipment to serve the new program. PA 72 Department coordinated with PA 72 Department to organize a training conference and implement the program; rearrange the citizen reception area, set aside an area with computers with internet connection for citizens to fill in electronic declarations to request passport issuance.

Assign staff to guide citizens to fill out electronic declarations and directly fill out declarations for citizens in remote and mountainous ethnic minority areas. At the same time, coordinate with agencies and units to propagate to people to know and effectively exploit this program.

The program brings many benefits, helping people to proactively fill out declarations at home, make appointments to appear at the immigration office to submit documents, reducing the waiting time for people to submit documents. At the same time, all information of people is standardized, reducing the time to process passport applications for citizens, reducing pressure on the immigration office.

Through the inspection, the working group highly appreciated the efforts of Department PA 72 in the difficult conditions of the facilities, but the officers and soldiers of Department PA 72 have performed well the administrative reform work, creating favorable conditions for the people. The working group suggested that in the coming time, Department PA 72 review and update the system of state management documents.
