Investors self-adjust projects, where is the responsibility of the Department of Construction?

(Baonghean.vn) - In Quan Bau ward, Vinh city, there is a phenomenon of investors arbitrarily adjusting apartment building projects into subdivisions for sale, or building more floors than designed.

This is one of the contents raised by the Provincial People's Council delegates during the working session with the Department of Construction on the morning of September 20 under the monitoring program on the management and implementation of a number of urban land projects.

Also participating were Vice Chairman of the Provincial People's Council Hoang Viet Duong; Head of the Culture - Social Committee of the Provincial People's Council Ho Phuc Hop - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department; representatives of the National Assembly Delegation of the province; representatives of Vinh city and Cua Lo town.

According to the report of the Department of Construction, up to now the whole province has 132 housing construction planning projects.

The process of implementing housing development investment projects is carried out in accordance with current regulations, from approving investment policies to agreeing on detailed construction plans, creating consensus among all levels, sectors and localities; basically in accordance with current standards and regulations.

The Department of Construction also frankly pointed out 7 shortcomings and limitations, such as some projects being slow to implement or not implemented and being implemented unfinished. Some investors arbitrarily adjusted the contents of the appraised basic design; constructed without a construction permit... However, when determining the cause, the Department of Construction did not clarify its responsibility in it.

Frankly and responsibly, at the meeting, 13 members of the Provincial People's Council's supervisory delegation raised and clarified many issues related to the responsibility of the Department of Construction. Mr. Nguyen Dinh Hoa - Secretary of Thai Hoa Town Party Committee, a member of the supervisory delegation, said that there was a time when many projects were implemented vigorously and rapidly, with supply exceeding demand; many projects adjusted construction designs; some small-area housing business projects, interspersed, lacking criteria according to construction standards on public works and green areas; some apartment buildings were rapidly deteriorating; illegal construction still occurred...

These issues are the responsibility of the Department of Construction in advising the Provincial People's Committee in project appraisal as well as initial basic design, inspection and examination work to ensure that projects fully comply with procedures...

Also clarifying responsibilities, Mr. Ho Phuc Hop, Head of the Culture - Social Committee of the Provincial People's Council informed that recently, regarding urban projects and apartment buildings, people and voters have reflected a lot; and through monthly press conferences, about 30% of the content that the press reflects is related to this field.

For example, in Quan Bau ward, there was a situation of arbitrary project adjustment, from apartment buildings to subdivisions and land sales; from 15-storey apartments to 20-storey apartments without consulting the people and the auxiliary infrastructure works did not meet the requirements, Mr. Ho Phuc Hop emphasized:

The biggest limitation and weakness of the Department of Construction is that it agrees with the investor in adjusting the planning. Because the initial planning has been discussed very carefully from the ward, commune, to the province and the sectors; on the other hand, after the adjustment, the auxiliary works are not adjusted to meet the standards and population density, especially the internal traffic system in the narrow urban area...

Regarding the inspection and examination of handling violations, the Head of the Department of Culture and Society also pointed out the reality that households building houses that dump materials on the street will be immediately fined; meanwhile, there are projects that build foundations for months and quarters but no one knows and fines them, raising questions about the responsibility of the Department.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien requested the Department of Construction to seriously absorb the opinions raised at the meeting for adjustment and correction. In particular, it is necessary to identify and clarify the responsibilities of each level and each specific sector in a series of existing problems and limitations, thereby having specific measures and solutions to resolve them in the coming time.

The Vice Chairman of the Provincial People's Council also emphasized: The Department needs to improve the quality of consultation and strictly implement the process of implementing housing development investment projects in accordance with current regulations. Focus on urban planning management in general and planning of urban areas and apartment buildings in particular, ensuring compliance with the general planning and practical needs, avoiding oversupply, and improving the quality of the processes.
