The General Department of Roads has just requested BOT investors, including Phap Van - Cau Gie BOT Joint Stock Company, Vietnam Expressway Investment and Development Corporation (VEC), and Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), to install electronic display boards to publicly show information at toll stations for road usage services (toll stations) in accordance with Circular 49 of the Ministry of Transport.

Accordingly, the above-mentioned units must develop a plan for publicly displaying information at the toll collection station's management area as required in point 4, article 5 of Circular 49/2016 of the Ministry of Transport, and submit it to the General Department of Roads for approval as a basis for implementation.
Electronic display boards installed at the toll collection station's control room must fully show information such as: total investment; total collection period; start time of collection; remaining collection time; previous month's revenue; cumulative revenue, etc.
Investors must provide continuous public notice five days in advance and publicly post notices at the toll station before commencing toll collection.
In the event of changes to the fee rates, collection technology, collection methods, fee payers, or fee collection units, these changes must be publicly announced and posted in a manner similar to when the collection began. Public announcements should include publication in local and national mass media, and notification to the Vietnam Automobile Transport Association.
“BOT projects are funded by contributions from the people, so BOT contracts cannot be kept secret from the public. Providing information at toll stations is a way for people to closely monitor the contents of the contract,” said Mr. Nguyen Van Thanh, Chairman of the Vietnam Automobile Transport Association, who has repeatedly proposed this measure.
