'Officials die because of attitude, not because of qualifications'

"I am very sad. We have organized many conferences and training sessions to discuss difficulties and answer many documents related to civil status and certification. However, such unfortunate incidents still occur... In fact, officials do not die because of their qualifications but mainly because of their attitudes," emphasized Ms. Nguyen Thi Hang, Head of the Department of Administrative Justice - Hanoi Department of Justice.

According to a representative of the Hanoi Department of Justice, the incident in Van Mieu Ward was very regrettable, although the professional skills of the staff in this situation did not require great expertise. At the July judicial work conference of the Hanoi Department of Justice on August 3, Ms. Nguyen Thi Hang, Head of the Judicial Administration Department, said that many people think that judicial administration work is very hot, but in fact it is not.

Ms. Hang cited the recent case of issuing death certificates in Van Mieu ward, which caused many comments from people through the story of administrative procedures.

According to Ms. Hang, this job does not require a high level of education, it is just the attitude and behavior of the staff towards the people when they come to register their household registration.

Through the results of the monitoring inspection, the Head of the Department of Administrative Justice affirmed that in reality there are still some issues related to the principles of household registration, which the grassroots levels still ignore, thus causing frustration among the people.

Sharing the same view, Mr. Pham Thanh Cao, Deputy Director of the Hanoi Department of Justice, also said that the case in Van Mieu ward was carefully considered based on the principle of the case in the file, not working in the style of "do it if you like, don't do it if you don't like".

“The report of the public service inspectorate shows that in 2016, many officials were disciplined, including ward chairmen and judicial officials. I am heartbroken but I still have to do it. The incident at the Temple of Literature is clear now,” said Mr. Pham Thanh Cao.

The leader of the Hanoi Department of Justice also cited evidence that many officials have inappropriate attitudes towards people. He said: "I don't know how it is in the commune, but it happens in some wards. My family has also witnessed it. Some ward officials are truly insensitive."

Therefore, Mr. Cao requested that in the coming time, it is necessary to strengthen training on behavior and handling situations during the performance of duties.

"I hope that the lesson is not for the leaders of Van Mieu ward but for all judicial officials. We need to strengthen training and education on how to behave with people for grassroots officials," the Deputy Director of the Department of Justice requested.
